Pay Range

$206,490 - $265,188 Annually

Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.

Job Description

We have an opening for a Lead Infrastructure Resilience Analyst to join our interdisciplinary team of National Security Systems Analysts supporting a variety of application areas, such as, Critical Infrastructure Resilience, Cyber Security, Intelligence Analysis, Energy Systems, National Security Mission Assurance, and Climate Resilience.

You will apply a combination of technical depth and breadth, critical thinking, modeling and simulation, and analysis to understand complex, multi-domain problem areas and provide decision insight, communicate options and trade-offs, and facilitate the integration of new technology in support of customer missions, with a particular focus on supporting infrastructure resilience mission needs of the Department of Homeland Security, Department of Energy and the Department of Defense.

Infrastructure Resilience Analysts often serve to integrate across research and development teams and work closely with stakeholder organizations to ensure technical products are well-matched to national needs.

This position is in the Global Security Principal Directorate’s Energy and Homeland Security Program.

The selected candidate for this position will be based in Washington, DC.

This position offers a hybrid schedule, blending in-person and virtual presence. You will have the flexibility to work from home one or more days per week.

In this role, you will

  • Develop well-defined analytical questions and plans to provide decision insights to stakeholders on complex, challenging, and ambiguous infrastructure resilience problems.
  • Lead teams to develop analytical models, tools, and frameworks to characterize and assess key infrastructure resilience-related issues, such as infrastructure interdependencies, system-level impacts from natural hazards and intelligent adversary attacks, or risk cost-benefit of various technology or operational solutions, in collaboration with scientists and researchers across a variety of technical disciplines.
  • Build, develop, and lead diverse teams of scientists and researchers from a variety of technical disciplines, such as, cybersecurity, physical security, natural hazards, and infrastructure systems who conduct analysis under your direct supervision.
  • Apply technical expertise to develop innovative and creative methods that leverage tools from a breadth of established disciplines such as systems engineering, decision analysis, risk analysis, applied statistics and optimization, and other related fields.
  • Balance multiple projects / tasks and priorities of customers and partners to ensure deadlines are met, while working independently with minimal direction within the scope of the assignment.
  • Communicate complex technical concepts to internal and external stakeholders in a concise and effective way.
  • Serve as a lead point of contact with sponsoring organizations such as the Department of Homeland Security’s Infrastructure Security Division and Federal Emergency Management Agency.
  • Perform other duties as assigned.

Qualifications

This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.

S. government agency at the time of hire and Sensitive Compartmented Information (SCI) access.

  • Master’s degree in engineering (mechanical, electrical, industrial, chemical, civil, or systems), computer sciences (data or information science), operations research, emergency management, political science, or related fields, or the equivalent combination of education and related experience.
  • Significant experience working with or for the Department of Homeland Security, Department of Energy or the Department of Defense on defense critical infrastructure, energy, climate, and / or security-related projects.
  • Expertise in one or more of the following areas : infrastructure systems, energy systems, cyber security, physical security, climate resilience, or other related discipline.
  • Expertise in defining research questions and scoping defensible methods and approaches. Advanced analytical, problem-solving, and decision-making skills to develop creative solutions to complex problems.
  • Experience presenting technical concepts to diverse audiences. Expert verbal and written communication skills necessary to effectively collaborate in a team environment and present and author products targeted to a variety of stakeholders.

Significant experience coaching or mentoring staff on project teams.

  • Significant experience effectively managing concurrent technical tasks with competing priorities and implementing advanced research concepts in a multi-disciplinary team environment where commitments and deadlines are critical for program success.
  • Significant experience managing interactions with leadership and building relationships with diverse stakeholders.
  • Ability to travel for effective sponsor and customer interaction.

Qualifications We Desire

  • Experience working in a National Laboratory environment, and particularly experience leading portfolios of projects in a National Laboratory environment.
  • Experience leading successful collaborations across government, research (university, laboratory) and / or commercial (industry) institutions.
  • Experience working in design, operations, or modeling of critical infrastructure systems, particularly transportation networks and logistics, chemical processing, water and wastewater systems, communications networks, or interdependencies among these systems.
