Valley Water is searching for a talented individual to step into the role of Security Manager.The Security Manager plays a pivotal role in overseeing and coordinating organization-wide security services at Valley Water.

Reporting to the Assistant Officer of Emergency, Security & Safety, this mid-management position is responsible for planning, managing, and executing strategic security initiatives to protect Valley Water's infrastructure, assets and staff, and the community.

The Security Manager provides expert guidance, formulates policies, and fosters partnerships with local, county, state, and federal agencies to ensure the highest level of security preparedness.

The Security Manager is entrusted with the strategic development and implementation of security programs, plans, and processes.

This role requires extensive professional expertise, strong leadership skills, and the ability to collaborate effectively with internal and external stakeholders.

Key Responsibilities include, but are not limited to : Plans, manages, and oversees all functions, operations, and activities of the security unit, including contract security services, physical security systems and technologies, un-housed abatement, shooter awareness program, threat and vulnerability assessments and communication protocols.

Develops programs, strategies, and solutions for security to ensure effective planning for accomplishment of organizational objectives, safety and security for employees, the community and Valley Water's infrastructure and assets, including water supply and distribution systems, and compliance with all applicable policies, regulations, rules, and laws.

  • Develops, implements and manages strategic vulnerability and threat assessments and mitigation plans to protect water supplies, distributions systems and all District facilities from including acts of terrorism;
  • performs vulnerability studies and analysis of disaster and security response capabilities, including Federal Energy Regulatory Commission (FERC), Risk Assessment Methodology for Water Utilities (RAM-W) and Dam Assessment Matrix for Security and Vulnerability Risk (DAMSVR) assessments;

assesses and determines appropriate level of security needs. Leads efforts to explore new tools and technologies to improve existing physical security and add security assets to new facilities and property.

  • Works collaboratively and engages with appropriate social service and law enforcement agencies to address un-housed abatement in Valley Water creeks and other properties;
  • fulfills security requests to support field work.Administers contracts for security and security related services; reviews and evaluates compliance of contractor services with Valley Water's contract standards and provisions;
  • recommends improvements as required in procedures, techniques, and training.Provides staff leadership, oversight, guidance, and daily management of assigned unit;

develops and implements goals, objectives, policies, and priorities for assigned programs; manages budgets and forecasts resource needs.

Plans, directs, coordinates, and reviews the work of assigned staff; provides staff and performance reviews and implements discipline measures and manages the Security Office on-call program.

Oversees, makes recommendations for, and approves the acquisition of security system hardware and software purchases. Develops and delivers effective communication and training programs and activities, such as the Active Shooter Awareness program, to promote security and emergency awareness and preparedness for Valley Water staff, contractors, and the community.

Establishes ongoing relationships with local, state and federal law enforcement agencies, including the Northern California Regional Intelligence Center (NCRIC);

monitors notifications of intelligence, information and alerts from the Office of Homeland Security, Federal Bureau of Investigation, Environmental Protection Agency, Department of Energy, Department of Transportation, U.

S. Bureau of Reclamation and the Awareness National Security Intelligence Reports, as well as the Association of Metropolitan Water Agencies and American Water Works Association.

Ideal Candidate's Background Includes : Applicants whose experience and background best match the ideal experience, knowledge, skills, abilities, and education are considered ideal candidates for the position.

To determine the top candidates, each applicant will be assessed based on the ideal candidate criteria as listed below.Ideal Experience : Experience in law enforcement, homeland security, military police or security program management (a minimum of five years).

A minimum of two years of experience supervising staff.Background partnering with law enforcement, community stakeholders and the general public to address challenges related to un-housed encampments.

Experience in developing and implementing risk mitigation strategies to protect people from security threats, protect water infrastructure from terrorism, vandalism, sabotage, and other security threats.

Experience performing threat and vulnerability assessments, identifying gaps, recommending solutions, and driving organizational change.

Experience selecting, motivating, supervising, and evaluating a team as well as overseeing additional external resources and partners.

Strong background in crisis management and emergency response planning, including the development of contingency plans and protocols for responding to security incidents and emergencies.

Ideal Skills and Abilities : Excellent communication, presentation, and interpersonal skills, with the ability to effectively communicate security-related information to diverse audiences, including board members, elected officials, employees, and the public.

Exceptional people skills - able to work with, and establish relationships with, Valley Water's numerous stakeholders including the executive team, elected officials, and external stakeholders.

Ability to manage complex projects involving multidisciplinary teams that require coordination and collaboration with external agencies of all levels.

When called upon, comfortable communicating in public including with the media.Manage the strategic development and implementation of security programs, plans and processes.

Develop and implement goals, objectives, practices, policies, procedures, work plans and performance measures related to security efforts.

Provide administrative, management and professional leadership and expertise related to security programs and strategies.

Manage the investigation of complex and sensitive security problems and coordinate investigations with law enforcement and / or other public- sector agencies.

Develop and implement security awareness programs.Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.

Understand technical issues related to security vulnerability analysis and preparedness for a wide range of emergencies. Apply Security RAM-W (Risk Assessment Methodology-Water) and DAMSVR (Dam Assessment matrix for Security and Vulnerability Risk) assessment techniques.

Perform efficiently and effectively under emergency conditions.Coordinate various security activities in a cooperative relationship within Valley Water and with governmental agencies and the community.

Provide effective leadership as part of a security team to provide service and support to Valley Water's workforce on security concerns.

Communicate clearly and concisely, both orally and in writing, using appropriate English grammar, syntax, and cultural competence.

Ideal Knowledge : Security concepts and procedures; security survey methods, trends, and emerging technologies of security operations.

Intelligence processing, situational analysis and standard investigative methods and techniques and vulnerability and risk assessment methodologies and applications.

Planning, development, implementation, evaluation, and coordination of assigned security operations.Modern security procedures, systems, communication protocols and technologies applicable to industrial facilities.

Workplace violence prevention, including active shooter and terrorist threat mitigation.Computer software applications, such as MS Word, Excel, Outlook, PowerPoint and other specialized software and databases.

Knowledge of design standards and guidelines for securing water facilities and assets against unauthorized access, sabotage, vandalism, and theft.

Ideal Training and Education : Equivalent to graduation from an accredited four-year college or university with major coursework in criminal justice, public administration or other field related to the assigned functional area.
