The Regional Safety Manager (RSM) is responsible for providing regional, divisional, and workplace safety leadership focused on compliance with all Federal, State, DOT, EPA, NIOSH, and OSHA regulations.
This position will strive to promote and deliver safety vigilance that meets Waste Pro USA's uncompromising commitment to providing and proactively ensuring hazard free workplaces.
The Regional Safety Manager will provide safety direction, company / regulatory compliance, procedural training, safe practices enforcement, and required risk management leadership across a regional territory within multiple site locations / environments specific to the Waste Industry.
Overall, the RSM will develop and promote strategies in partnership with the Corporate Safety leader aimed at proactively mitigating risk, driving continuous improvement, and making loss control enhancements.
The RSM will function as liaison between offices, divisions, corporate and their region operations.
ESSENTIAL JOB FUNCTIONS :
1. Promotes a strong culture of safety and environmental stewardship in compliance with applicable Company policies and procedures encompassing federal, state, local rules and regulations.
2. Plans, organizes and coordinates employee safety, injury, and illness prevention programs.
3. Ensures compliance with all Federal, State, and Local government laws (OSHA, EPA, USDOT, NIOSH, Traffic Safety, Workers' Compensation, etc.).
4. Directs and facilitates accident investigative processes, root cause analysis and efficient implementations of coaching, training and the reduction of risk.
5. Trains supervisors and other regional staff in DOT, OSHA regulations, accident investigation, and risk / claims management.
6. Manages and supports critical processes required in the investigation of motor vehicle accidents and injuries. Assists in gathering and preparation of material evidence for use in hearings, lawsuits and insurance investigations.
7. Conducts ongoing regulatory assessments, and oversees safety audits / inspections e.g. facilities, operations, equipment and processes).
8. In concert with Human Resources and Corporate Safety Leader works to promote the well-being of the organization and the work force
9. . Functions as a consultative business partner and liaison as it relates to Workers' Compensation / Claims Management, Risk Management, Business Continuity, Loss Prevention, Medical Management and Drug Free Workplace Compliance.
10. In partnership with Corporate Safety Leader, establishes annual plans / objectives, defining clear goals, measures and schedules required to meet regulatory and organizational expectations.
11. Completes quarterly safety review and shares report of findings with RVP and associated management team. This performance findings / scorecard includes : Incidents (# / type), Investigations, Accident Frequencies, Road Observations, Risk / Loss Data, WC Claims, Mitigation Strategies, etc.).
12. Manages, delivers and tracks training safety sessions for preparedness as it relates to hazardous communication, driver safety, and fall protection, machine guarding, hearing and overall personal protective safety.
13. Generates OSHA300's for regional operations and ensuring corporate rollup of data and proper posting on annual basis.
14. Oversees MVR and regulatory / statutory filing protocol.
15. Oversees drug testing program including regulated collection and proper chain of custody processing of samples.
16. Implements effective safety communication plans using various multi-media methods.
17. Actively participates in the new hire, selection, on-boarding, orientation and training processes.
18. Holds regional accountability in partnership with RVP for shaping and developing a high performance safety culture that shows a positive record of continuous improvement.
19. Reviews trends and keeps current in regard to technical, statutory, and regulatory legislation, policies, procedures and related business issues.
20. Develops annual safety budget, and analyzes data versus year-to date and prior year budget.
21. Maintains required safety training, DOT and other related files and records.
22. Represents the organization in community or industry safety groups and programs.
