ASSISTANT MANAGER, AIRPORT AIRFIELD OPERATIONS

Job Description :
The primary function of this position is to assist with the daily management of all aspects of airport airfield operations and security under the direct supervision of the Deputy Director of Airport Airfield and Landside Operations, or as directed by the Deputy Director of Airport Operations and Security or the Assistant Director of Airports.
This position oversees Concourse A and airfield operations and security activities, and as needed for airport landside operations and security.
ESSENTIAL JOB FUNCTIONS
- Assists with overseeing Concourse A operations and security including inspection of personnel and equipment, entering the construction site, and ensuring TSA guidelines are followed.
- Assists with the operation and security of the passenger boarding bridges including door alarms, malfunctioning, and training airline representatives.
- Assists with airfield operations and airside door alarms.
- Escorts contractors, construction workers, FAA, and FDOT per CFR 1542.
- Assists in administering the airport's access control and badging system through the issuance of airport badges, dissemination of hang tags / keys, performing training, and maintaining / auditing of all associated records, as needed.
- Performs daily airfield or airside inspections and walkthroughs.
- Assists with daily airfield inspections as needed of runways, taxiways, ramps, and other aeronautical areas in accordance with FAR Part 139 / CFR 1542 operational standards and reviews associated logs.
- Assists with computer-based and classroom-based security and airfield driver training with all tenants, contractors, and emergency services personnel, as needed.
- Makes immediate and vital decisions affecting the continuation of airside or airfield operations during emergency conditions in accordance with Part 139, CFR 1542 and / or other applicable advisory circulars / security directives.
- Oversees the activities of contractors, agencies, and tenants to ensure compliance with the Airport Certification Manual, Airport Security Program, and other applicable FAA / TSA standards.
- Assists with the maintenance and updating of all essential airport documents, including but not limited to : Airport Certification Manual, Airport Emergency Plan, Airport Security Program, Wildlife Hazard Management Plan, Storm Water Pollution Prevention Plan, and their associated records.
- Issuance of Notices to Airmen (NOTAMs) as necessary to report non-standard airport conditions.
- Assists with all aspects of any other required airport staff and tenant training.
- Performs airport operational procedures (escorting and PPR's) as needed.
- Assists with overseeing the ground transportation program including TNCs (Uber and Lyft), hotel shuttles, limousines, courtesy vehicles, etc., as needed.
- Assists with the rental car program including site visits, inspections, compliance, and customer service, as needed.
- Assists with the concessions program including site visits, inspections, compliance, and customer service, as needed.
- Performs other related job duties as assigned.
- In the event of a special, emergency, or disaster situations, employee may be required to work schedules other than those for which they are regularly scheduled in any capacity deemed appropriate.
QUALIFICATIONS
Education and Experience :
Five (5) years minimum of prior related work experience at a Part 139 / CFR 1542 Airport.
Special Qualifications :
Must maintain a valid Florida Driver's License. Must be able to pass a ten-year fingerprint-based criminal background check and Security Threat Assessment (STA) for secure area / SIDA airport badge.
Must be able to work night shifts and weekends and be able to respond to emergencies or call-back situations including after-hours, nights, weekends, and holidays.

PHYSICAL DEMANDS
The work is heavy and requires exerting up to 75 pounds of force occasionally, and / or up to 25 pounds of force to move objects.
Additionally, the following physical abilities are required :
Balancing : Maintaining body equilibrium to prevent falling while walking, standing, or crouching on narrow, slippery, or erratically moving surfaces.
The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
Climbing : Ascending or descending ladders, stairs, scaffolding, ramps, poles, and the like, using feet and legs and / or hands and arms.
Body agility is emphasized.
- Crouching : Bending the body downward and forward by bending leg and spine.
- Feeling : Perceiving attributes of objects, such as size, shape, temperature, or texture by touching with skin, particularly that of fingertips.
- Grasping : Applying pressure to an object with the fingers and palm.
- Hearing : Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound.
- Kneeling : Bending legs at knee to come to a rest on knee or knees.
- Manual Dexterity : Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
- Mental Acuity : Ability to make rational decisions through sound logic and deductive processes.
