sPECIAL sERVICE FOR gROUPS INC Job Announcement Title : Mental Health Program Manager Division : HOPICS FLSA : Exempt / Full Time Supervisor : Senior Manager for Mental Health Pay Range or Rate : $3,750 - $5,500 semi-monthly Revised : 01 / 29 / 2024 Summary Under the supervision of the Senior Manager for Mental Health Services, the Mental Health Program Manager (Incumbent) will perform professional and administrative work managing and coordinating the Trauma Recovery Center (TRC), Trauma Prevention Partnerships (TPP), and the Homeless Treatment Program), provide non-clinical supervision and oversight of staff connected to TRC, HTP, and TPP.

Essential Functions The Incumbent is responsible for : Overseeing assigned program (TRC, TPP, HTP, and successor programs) operations, staff schedules, quality of care, and client services Participating with the Sr Manager and Associate Director (AD) in the planning, implementation, and on-going evaluation of the quality and effectiveness of client care and support services Overseeing ongoing quality improvement processes, including coordinating with HOPICS, SSG, SAMHSA, CalVCB, and DMH Quality Assurance departments, and attending regular QA meetings Developing program-specific community outreach processes to increase the number of potential clients who are aware of the programs and how to enroll in them Developing and implementing processes to increase client satisfaction, retention rates, and service utilization rates Developing and implementing plans to : 1.

increase recruitment of qualified therapists, and 2. increase the length of time valued clinical staff stay with HOPICS Participating in case conferences and team meetings to review individual needs and service plans Providing ongoing liaison with LA County Department of Mental Health, with SAMHSA, and with CalVCB around issues of funding, program compliance, treatment and care Providing clinical and technical assistance and support to other HOPICS departments, and working with these programs to identify, develop, and coordinate needed mental health care services Developing, in conjunction with the AD, program budgets, staffing and resource needs, and administrative procedures, involving researching and analyzing a variety of factors related to decision making process such as client needs, agency and / or funding sources objectives / priorities Acting as liaison and major resource for related HOPICS program areas and the community, and other agencies / organizations Monitoring and evaluating program quality and effectiveness in terms of client services, program and division goals and objectives, monetary and regulatory constraints Attending and participating in a variety of inter-agency and intra-divisional meetings, state and national conferences / workshops, and other professional exchanges to represent HOPICS’ mental health programs Developing relationships with outside organizations to provide necessary mental health and / or substance abuse services to HOPICS clients Assisting in the preparation of proposals for various grant and funding sources in support and enhancement of assigned program areas Conducting staff meetings, conferencing, and training to establish departmental policies and procedures and to monitor program activities and their effectiveness Advising staff in professional and / or administrative matters Interviewing, selecting, and referring for hire, professional and support staff, and subsequently evaluating their job performance Planning and overseeing the proper orientation, training, development and non-clinical supervision of all assigned program staff Ensuring that all clinical staff have proper training in EBPs, and consequently monitoring through documentation of adherence to appropriate clinical modalities Providing training and guidance (in conjunction with the Clinical Supervisor) for non-licensed staff in utilizing appropriate interventions in clinical settings Utilizing appropriate behavioral techniques in emergency situations, to prevent injury to clients, staff and others.

Providing training and guidance (in conjunction with the Clinical Supervisor) for non-licensed staff in utilizing appropriate emergency intervention techniques and procedures to ensure staff and client safety Monitoring subcontractor performance Assist with hiring, with reporting, with documentation standards, with client relations, with community outreach, with long-term strategy sessions, and budgeting.

Perform other duties as assigned by the Associate Director, Deputy Director, and / or Division Director. Minimum Qualifications - Knowledge, Skills and Abilities Required Doctorate or Masters Degree in Social Work, Marriage and Family Therapy, or a related field from an accredited college or university including supervised fieldwork experience;

Licensed with CA Board of Behavioral Sciences (LCSW, LMFT, LPCC) or Board of Psychology (Psychologist) for at least 2 years.

A minimum of 4 years experience in the delivery of behavioral health services with supervisory responsibilities. Completion of required clinical supervision training per BBS if applicable and ongoing maintenance of clinical supervision CEUs.

Knowledge of trauma informed and evidence-based practices such as CBT, DBT, motivational interviewing, Seeking Safety, and harm reduction.

Knowledge of clinical documentation (assessment, treatment plans, progress notes, etc.). Experience in meeting compliance standards for county, state, and federal government contracts and grant requirements.

Culturally competent and able to work with a diverse population. Experience in working with co-occurring disorders, criminal justice population, and substance use treatment.

Excellent verbal and written communication skills. Excellent organization skills and ability to multitask and manage multiple priorities.

3 years or more experience with severe and persistent mental illness and working with homeless services California Driver License, Proof of Car Insurance, Reliable transportation, Ability to organize and manage multiple priorities, Experienced on Microsoft Word and Excel If in recovery, a minimum of three (3) years of being drug and alcohol free is MANDATORY .

Verification of Employment Eligibility and Background Check. Ability to work with homeless clients with chronic physical and behavioral impairments Overtime, holiday, or weekend work may be required.

You must be able to produce verification of Employment Eligibility and Background Clearance. TB test required (Not more than (3) month prior to or (7) days after Date of Hire and renewed annually thereafter).

CPR and First Aid Certification required within 30 days of employment with company and valid Driver’s License and auto insurance required.

Ability to communicate effectively, both written and orally is very important. Supervisory Responsibilities This position supervises the all mental health programs (including TRC, TPP, and HTP), DMH-funded programs, and mental health support funded through housing programs.

Environmental Conditions (Working Conditions) May be exposed to aggressive clients : must work in conjunction with other collaborative staff members;

communicate with many sources including courts, Los Angeles County Department of Probation, Department of Children and Family Services and other community agencies.

Some evenings and weekends may be required. Local automobile travel may be required. There is some responsibility to work in noisy environments where adults are free to talk loudly and expressively;

must be able to work effectively and produce quality work under pressure. Physical Requirements Light physical effort which may include occasional light lifting (15lbs), and some bending, stooping, walking, squatting, listening, typing, thinking, speaking, writing, reading and driving.

Mental Requirements This position will require the incumbent to be able to perform effectively under any and all of the following : unpredictable situations, crises, constant distractions, interruptions, uncontrollable changes in priorities / work schedules : be able to process information, think and conceptualize.
