State Revolving Fund Drinking Water Program

The position is responsible for providing supervisory support for the State Revolving Fund project managers to assure compliance with Title VI of the Clean Water Act, Section 1452 of the Safe Drinking Water Act, Chapter 403.

1835, F.S., Chapter 403.8532 F.S., and the Small Community Wastewater Grants program authorized under Chapter 403.1835 F.

S. The incumbent will directly supervise 2 positions : Environmental Specialist III, and an Environmental Consultant.

Pay :

$55,000 - $58,000 yearly (commensurate based on experience)

Your Specific Responsibilities :

The position is responsible for providing supervisory support for the State Revolving Fund project managers to assure compliance with Title VI of the Clean Water Act, Section 1452 of the Safe Drinking Water Act, Chapter 403.

1835, F.S., Chapter 403.8532 F.S., and the Small Community Wastewater Grants program authorized under Chapter 403.1835 F.S.

  • Incumbent will communicate, motivate, and evaluate the direct work performance of direct reporting subordinates, and responsible for attendance and leave of subordinates.
  • Manages staff who conduct inspections for the State Revolving Fund program, including interim construction inspections, final administrative close-out inspections, preconstruction, and pre-bid meetings in support of the project managers and in compliance with Chapters 62-503, 62-505, and 62-552, F.A.C.
  • Coordinates and tracks all inspection activities, ensuring inspections are conducted timely and consistently, working with State Revolving (SRF) project managers to ensure compliance with their projects and updates inspection staff accordingly.
  • Ensures database and files are up to date regarding SRF program inspection dates and documents.
  • Oversee and assist project managers and inspectors with document filing and tracking related to compliance with federal requirements for construction projects, including Buy American Building America (BABA), American Iron & Steel (AIS), and the Davis Bacon Act.
  • Oversee and assist project managers with application and tracking of waiver requests for BABA and AIS.
  • Develop constructive and cooperative working relationships with local, state, and federal agencies, local governmental entities, consulting engineers and other consultants, and other outside parties and stakeholders regarding program project requirement
  • Oversee and assist with the Drinking Water Needs Survey by providing any updated CIP and future project needs documents to Drinking Water State Revolving Fund (DWSRF) program administrator for use in upcoming needs surveys.
  • Perform other duties as assigned.

Required Knowledge, Skills, and Abilities :

Knowledge of :

  • Ability to demonstrate a high level of computer competency

Skilled in professional use of Microsoft Office Suite.

Other Job-Related Requirements for this Position :

  • A valid driver’s license.
  • Obtain and maintain a Florida Certified Contract Manager Certification within one year of hire.
  • Bachelor’s degree from an accredited college or university; or any combination of post-secondary education or verifiable related experience, as described above, for a total of four years.

Preferred Qualifications :

  • Knowledge of stormwater, wastewater, and drinking water treatment practices and nonpoint source pollution management.
  • Experience in managing state agreements and contracts and the state procurement process.
  • Knowledge of environmental issues and laws, especially as they relate to water and ecosystem issues in Florida.
  • Excellent communication and people skills.
  • Excellent organization and time management skills.
