Position Summary : The New York City Public Schools (NYCPS) system is the largest in the country composed of approximately 75,000+ teachers in 1,800+ schools.
Under the direction of the Executive Director, with broad scope for the exercise of independent judgment and initiative, the Associate Director, Enterprise Purchasing Compliance manages the administration of central purchasing throughout the NYCPS.
This position leads a team charged with reviewing purchasing compliance, the timely and efficient review of support for system-wide purchasing, develops and delivers user training and assists with SOP support related to purchasing of certain items.
Performs related work.
Reports to : Executive Director, Enterprise Purchasing
Direct Reports : Accountant of Enterprise Purchasing and Enterprise Purchasing Analyst
Key Relationships : Division of Budget Operations and Review, Division of Contracts and Purchasing, Division of Financial Operations, Office of the Auditor General, Division of Information and Instructional Technology, Division of School Leadership, Operations Staff and Contract Managers system wide.
Responsibilities :
- Identifies opportunities to improve efficiencies within the division, analyzes data to enhance policies to actualize these improvements and manages policy implementation to cultivate department-wide environment of transparency, integrity and customer service.
- Collaborates on communications related to department-wide initiatives and policies for dissemination and publication.
- Assists in researching and advising on department-wide policy initiatives and processes related to purchasing.
- Assists leadership in providing guidance to the Enterprise Purchasing team on resource development including presentation materials, resources and other communications to support department-wide training related to procurement processes and policy.
- Collaborates closely with the Executive Director to ensure adherence to NYCPS Standard Operating Procedures.
- Manages meetings to gather and integrate feedback on policies and processes related to purchasing.
- Develops and improves financial systems and associated policies to enhance effectiveness and ensure compliance with relevant regulations.
- Acts as a resource to resolve issues related to procurement / purchasing, contracts and payments; communicates relevant information promptly.
- Reviews and approves FAMIS documents to ensure compliance with appropriate object code usage, adherence to OTPS object code freezes, and alignment with policy documentation requirements.
- Manages and motivates the team to support team goals.
Qualification Requirements :
Minimum
A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or a closely related field and one year of satisfactory full-time professional experience in budget administration, economic or financial administration, fiscal or economic research;
management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning / administration, labor market research, economic planning, fiscal management, or a related area, for educational program(s) and / or institution(s); or
A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience as described in "1" above.
Preferred
- Supervisory experience (e.g. direct or indirect).
- Knowledge of NYCPS financial systems (FAMIS, Galaxy, CTS and Cognos).
- Experience building and implementing budgetary processes and systems.
- Experience as an analytical, process-oriented thinker and problem solver; ability to navigate obstacles.
- Strong strategic thinking, project management skills, attention to detail and ability to proactively identify key issues and risks.
- Experience working with school-based staff, students and families.
- A flexible, collaborative attitude is needed to effectively function in a fast-paced and highly changeable environment.
- Effective communication skills, with a strong ability to convey ideas clearly and persuasively through writing.
- Capable of tailoring messages to diverse audiences and ensuring clarity and impact in all written correspondence.
- Practical experience working with various software applications, e.g., Word, Excel and PowerPoint.
Salary : $103,446 - $106,000
Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
