The NYC Department of Probation (DOP) is a world leader in working creatively and effectively engaging with people under court-mandated community supervision.

Following the best current data on what works, staff at DOP engage in meaningful relationships with those on probation to enhance community safety and decrease recidivism.

The Human Capital Manager will report to the Assistant Commissioner for Human Resources and Labor Relations and provide high level assistance in overseeing multifaceted operational functions within the department.

Duties will include but are not limited to the following :

  • Assists with transforming the human resources (HR) department to align with the New Model for HR;
  • Assists in developing and implementing human resources strategies and initiatives to accomplish short and long goals and objective to enhance effectiveness and integrity;
  • Liaises financial operations regarding additions to gross pay activities, distribution point updates and funding source associated with staff transfers;
  • Assists with recruitment efforts and staffing logistics;
  • Ensures the operations and services of the human resources unit is effectively integrated with the service need of the agency;
  • Supervises department employee relations activities including, conferring with staff on matters concerning personnel problems, procedures and regulations;
  • Reviews Planned Action Reports (PARs) Reports and data entered in NYCAPS / PMS to ensure accurate coding of data;
  • Drafts various correspondence, policies and reports;
  • Writes managerial position descriptions and maintain appropriate record retention system.
  • Handle confidential and special projects as assigned.

Minimum Qualifications

1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, in a large governmental agency, business firm, civic or community organization operating in the area of social services, including one year at the administrative or managerial level; or

2. Education and / or experience equivalent to "1" above. Graduate education or a license may substitute for up to a maximum of three years of experience in the area of social services, but not for the one year of experience at the administrative or managerial level as described in "1" above, as follows :

A)A master’s degree from an accredited college or university in accounting, business, child welfare, counseling, economics, education, finance, human resources, labor relations, management, management science, nursing, operations research, organizational behavior, personnel or public administration, political science, psychology, sociology, social work, statistics, and / or urban studies may substitute for two years of experience; and / or

B)Graduate education beyond the baccalaureate degree may be substituted at the rate of 30 semester credits from an accredited college or university in the area(s) listed in 2(A) above for each year of experience up to a maximum of three years; or

C)A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) or Licensed Master of Social Work (LMSW) may substitute for three years of experience.

However, all candidates must have a baccalaureate degree from an accredited college and one year of experience at the administrative or management level as described in "1" above.

  • Strong Human Resources background-Knowledge of Citywide Agreement, Time and Leave Regulations, Payroll Management System, City Human Resources Management System, PRISE, CityTime, Worker’s Compensation System, and NYCAPS -Advanced analytical, evaluative, and objective critical thinking skills-Ability to multi-task in a fast paced environment-Computer literate with working skills in Microsoft Word, Excel, and Power Point-Excellent oral, written and interpersonal communication skills-Exceptional interpersonal skills and the ability to interact effectively with management.
  • Ability to perform complex tasks and handle multiple projects independently
