Description

THECB is observing a hybrid telecommuting schedule with employees required to be in the office at least two (2) days per week.

The agency is located at the George Herbert Walker Bush State Building located in the Capitol Complex at 1801 N. Congress Ave. Austin, TX 78701.

General Description :

Performs analysis, research, and reporting related to higher education finance and facilities data for the Funding and Resource Planning Division.

Work involves the collection and summarization of higher education data that is used to allocate financial resources among institutions of higher education.

Work involves policy review and analysis, the preparation of reports allocations, and studies, with an eye towards opportunities for improvement and modernization.

Research solutions and recommends appropriate actions to resolve discrepancies and problems.

The work products of this position are used to provide information to agencies, state leadership, higher education institutions, and other external stakeholders.

Works under general supervision, with moderate latitude for the use of initiative and independent judgment.This position reports to the Senior Director, Funding and Resource Planning.

General Duties and Responsibilities :

  • Collaborates with team members and stakeholders to compile, analyze, and evaluate complex student and financial data from higher education institutions.
  • Assists institutions with timely reporting, by becoming an expert in the division’s areas of responsibility within the agency’s policies and reporting.
  • Recognizes the importance of data integrity, possesses a general knowledge of database structure, and helps with our division’s data certification process.
  • Performs modeling of the allocation of financial and other resources using various datasets.
  • Communicates and summarizes higher education finance research, analysis, and study findings for use at the local, state, and national level to educational stakeholders.
  • Assists the team in ensuring data accuracy and helping with the review of institutional space data.
  • Drafts, proofreads, and edits reports for decision making and publication.
  • Helps coordinate our division's need and flow of information with the agency's Data Management and Research division.
  • Assists team members in the coordination of Funding Formula Advisory Committees, including providing data and technical support.
  • Conducts other financial analysis as required to support requests from the Legislature, the public, and THECB staff.
  • Reviews, analyzes, and recommends updates to the agency's policies and procedure manual related to facilities reporting.
  • Assists in the drafting of rules on formula funding with adherence to the agency's templates and timelines and ensures consistency of language throughout.
  • During a legislative session, analyzes bills related to higher education finance, including development of fiscal notes.
  • Represents the agency to a variety of audiences, using oral and / or written presentations.
  • Works collaboratively as a team member in achieving the goals and objectives of the state’s higher education plan, Building a Talent-Strong Texas.
  • May travel up to 10 percent of time, including overnight.
  • Performs other duties as assigned.

  • Ability to collect and analyze financial data from databases.

  • Advanced skills in using personal computer; database software; general office software, including Microsoft Word, Teams, Outlook, PowerPoint, Excel, and Access;

Required Minimum Education and Experience :

Bachelor’s degree from an accredited college or university.

Preferred :

  • Bachelor’s degree or higher from an accredited college or university in business, finance, public administration, economics or related field with one year of full-time progressively responsible work experience.
  • Experience working in higher education.
  • Experience with state and national policy issues in higher education.
