SALARY RANGE : $52,875.00 - $64,063.00 ANNUALLY

ELIGIBILITY : Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final.
CRIMINAL BACKGROUND CHECK : Eligible candidates under final consideration for appointment to this position identified as positions of trust will be required to authorize the release of and successfully complete a Fingerprint check.
PROBATION : All persons, including current City employees, selected from this position will be on probation for 6 months.
CLASS DEFINITION
A Housing Rehabilitation Technician II advises on and monitors the rehabilitation of residential structures. Work of this class involves no supervisory duties or responsibilities.
Incumbents receive supervision from a technical superior. Employees in this class work a conventional workweek. Work is performed in an office or at rehabilitation sites where there is frequent exposure to unsanitary living conditions, structurally unsound houses, pets and insects.
Work requires some climbing and bending.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
EDUCATION : Have a high school diploma or GED certification from an accredited institution.
EXPERIENCE : Have three (3) years of experience preparing specifications for and estimating the cost of the construction or rehabilitation of residential buildings.
EQUIVALENCIES : Have an equivalent combination of education and experience.
LICENSES, REGISTRATIONS AND CERTIFICATES
Certification as a Building Analyst or Healthy Homes Specialist from Building Performance Institute, and Housing Rehabilitation and / or Green and Healthy Housing from NeighborWorks America highly desirable.

- OSHA 10 Hour Certificate (Occupational Safety & Health Administration)
Failure to obtain or maintain certifications is grounds for dismissal.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
Knowledge of residential (single and multi-family dwellings), commercial and industrial building construction including masonry, carpentry and the installation and repair of heating, ventilating, plumbing, and electrical equipment and systems.
Knowledge of safety procedures to follow in inspecting structurally unsound homes and buildings.
Ability to prepare cost estimates for construction work.
Ability to read engineering plans and blueprints.
Ability to work effectively with a wide range of people including property owners, contractors, City agency personnel and co-workers.
Ability to maintain records and prepare building construction progress and related reports.
Ability to clearly document activities and to produce written correspondence and technical documents such as specifications.
Ability to successfully apply problem solving skills to construction issues and interpersonal interactions with clients and construction contractors.
Ability to be organized, timely, efficient, and thorough in the completion of work responsibilities.
Ability to contribute as a team member in program related activities.
Ability to operate inspection tools such as distance measuring devices and moisture meters.
