This position is located in the Plant Maintenance & Operations Center (1225 N 7th St) and the scheduled hours are from 7 AM - 3 : 30 PM;

Monday - Friday. Some late days if a facility emergency arises. There is some flexibility based on emerging issues and other district priorities.

Performance-based remote work 2-3 days weekly after a successful 6-month review.

A general understanding of construction or building repair & maintenance (non-custodial) is helpful. Public bid law, procurement & accounting practices are also helpful.

SUMMARY

Under general supervision, manages planning and construction projects for MPS by generating solutions to align district facilities resources with existing and anticipated instructional, operational and financial opportunities and limitations;

assures that projects meet state and Federal regulations and District standards.

Essential duties and responsibilities may include, but are not limited to, the following :

Manages a portfolio of concurrent projects in multiple locations for oversight of design, construction, project closeout, and warranty processes.

Conducts facility feasibility studies, including statement of project intent and resulting scope, project budget and schedule assumptions, and forecast.

Reviews and approves technical documents, change orders, and purchase / payment requests; evaluates, negotiates and resolves contract and technical issues.

Participates in the creation and evaluation of planning for remodels, expansions, and new construction.

Provides input and oversees selection of architects, engineers, designers, and contractors; presents recommendations for selection of contractors and consultants.

Coordinates various elements of design and construction process to successfully remodel or build projects.

Develops budgets, scope, and schedules to establish completion dates, identify any delays or impacts that may affect the cost or the timely completion of projects.

Prepares and evaluates consultant and contractor request for proposals and bid packages.

Manages financial controls and documents control process for multiple concurrent projects.

Review plans and specifications for suitability of school use, quality, student and staff safety, compliance with federal state regulations, future operation costs, and budget.

Builds strong working relationships with district leaders, school leaders, and community leaders to promote collaboration and solve common problems.

Resolves employee, parent and community complaints

and mediates issues of importance to the community.

Demonstrates courteous and cooperative behavior when interacting with students, clients, visitors, and MPS staff; acts in a manner that promotes a harmonious and effective workplace environment.

Enthusiastically promotes the Superintendent’s goals and priorities in compliance with all policies and procedures.

Maintains absolute confidentiality of work-related issues, records and MPS information.

MINIMUM QUALIFICATIONS

Education, Training, and Experience Guidelines

Bachelor’s Degree in Architecture, Urban Planning, Construction Management, or a related field; AND three (3) years of construction planning and project management experience;

OR an equivalent combination of education, training and experience as determined by Human Resources.

Knowledge of :

Methods and practices for project planning, designs, technical plans, specifications, estimates, and reports for construction projects.

Materials, methods, and techniques used in infrastructure projects for public buildings.

Principles and practices of architecture, engineering, and real property management.

Principles and practices of administrative management, including cost accounting, budgeting, purchasing, contract management, and customer service.

Techniques and practices for efficient and cost effective management of resources.

Principles and practices for long-range strategic planning, performance management, process management, continuous improvement and financial planning.

Environmentally responsible and resource-efficient building techniques.

State and Federal laws, statutes, rules, codes and regulations governing school district functions, including OSHA requirements.

Skill in :

Preparing clear and concise reports, correspondence and other written materials.

Using initiative and independent judgment within general policy guidelines.

Interpreting and applying construction standards and procedures.

Managing the planning and design of construction and maintenance projects.

Reading and interpreting designs, blueprints, estimates, plans, and specifications.

Analyzing and evaluating technical engineering data and construction documentation.

Using tact, discretion and prudence in dealing with those contacted in the course of the work.

Assessing and prioritizing multiple tasks, programs, projects and demands.

Preparing, reviewing and presenting management reports.

Establishing and maintaining effective working relationships with co-workers, community leaders, government agency representatives, and the public.

Operating a personal computer utilizing standard and specialized software.

Communicating effectively in verbal and written forms.

REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS :

Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.

Minnesota State Driver’s License.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Work is performed in a standard office environment, which requires occasionally lifting such articles as file boxes or heavier materials with help from others and / or lifting and carrying light objects frequently.

A job is in this category may require walking or standing to a significant degree or may involve sitting most of the time with long periods of computer work and heavy phone usage.
