The fundamental reason this classification exists is to perform various customer service fieldwork for wastewater customers.

Wastewater Collections Operators are responsible for skilled tasks in constructing, maintaining, and repairing wastewater system facilities;

operating a variety of light and moderately heavy power-driven equipment; ensuring public health and safety by preventing and / or responding to sewage overflows and blockages.

They inspect, clean, maintain, construct, and repair wastewater collection systems including sanitary sewers, pump stations, pipes, and manholes.

Duties :

Performs work in confined spaces; performs necessary precautions prior to entering confined spaces with potential hazardous atmospheres;

uses air quality monitors and ventilators.

  • Serves in emergency standby capacity; provides customer service and performs all aspects of collection system maintenance and repairs during regular work hour periods including holidays and weekends.
  • Operates a variety of vehicles, equipment and tools including service trucks, dump trucks, vacuum truck, skid steer, backhoe and related attachments, large trailers, trench tamper, concrete and asphalt cutting saws, hand and power tools, loads and unloads vehicles and equipment.
  • Sets traffic control including safety devices, signs, and barricades; ensures safety of public and work crew.
  • Locates sewer lines including utilizing a magnetic line locator, aids contractors and other utility companies in the field.
  • Operates closed circuit televising inspection system; televises underground sewer lines and sewer laterals; I & I inspections identifies any signs of blockage / debris that may interrupt flow of the sanitary sewer;

identifies major problems with pipes including cracks, damages, holes, and collapsed pipes.

  • Work in a variety of weather conditions with exposure to the elements.
  • Be available for on-call weekend and after-hours assignments.
  • Work cooperatively with other Mustang employees.
  • Communicate orally with co-workers, customers, and / or the public in a face-to-face one-to-one setting.
  • Provides courteous customer service in a variety of conditions; responds to questions and inquiries from the general public;

contacts property occupants in connection with sewer maintenance work, responds to customer problems and complaints.

  • Learn job-related material through oral instruction and observation or through structured lecture in an on-the-job training setting or in a classroom.
  • Work safely without presenting a direct threat to self or others.
  • Make continuous or repetitive arm-hand movements to make repairs to the wastewater collections system.
  • Make fine, highly controlled manipulations of objects.
  • Coordinate the movement of more than one limb simultaneously to operate equipment.
  • Lift arms above shoulder level.
  • Climbs steps to get into and out of equipment.
  • Travel across rough, uneven or rocky surfaces at an excavation site.
  • Move heavy objects (50 pounds or more) long distances (more than 20 feet).

Qualifications :

  • High School Diploma or GED.
  • One year of general maintenance and construction experience. Other combinations of experience and education that meet the minimum requirements may be substituted, pending Operations Manager’s approval.
  • Category I Wastewater Collection License and / or
  • Class C Wastewater Operator License and / or ability to obtain within two years of employment.

Physical Requirements :

  • Strength and Endurance : Wastewater collection operators should have sufficient physical strength and endurance to perform tasks that may involve lifting heavy equipment, carrying tools, and performing manual labor in various weather conditions.
  • Mobility : They should be able to move around and work in confined spaces such as sewer manholes, underground tunnels, and wastewater treatment facilities.

This may require climbing ladders, stairs, or working in awkward positions.

  • Manual Dexterity : Operators should have good hand-eye coordination and manual dexterity to operate and maintain equipment, make repairs, and perform tasks that require precision.
  • Respiratory Health : The job may involve exposure to strong odors and potentially hazardous gases. Good respiratory health is important to tolerate such conditions safely.
  • Vision : Operators need adequate vision to read gauges labels, and perform visual inspections of equipment and systems.
  • Hearing : Good hearing is important for communication with colleagues and for detecting any unusual sounds that may indicate equipment issues or safety concerns.
  • Balance : Working around wet surfaces and in challenging environments requires balance to prevent slips, trips, and falls.
  • Ability to Work in Hazardous Environments : Operators should be able to work safely around potentially hazardous materials and chemicals, following strict safety protocols.

Work Environment :

  • Outdoor Work : Much of the work is performed outdoors, regardless of weather conditions. This can include exposure to rain, extreme temperatures, and other environmental factors.
  • Confined Spaces : Wastewater collection operators often have to enter and work in confined spaces such as sewer manholes, lift stations, and check valve vaults.

This can be physically demanding and may require specialized training and safety equipment.

  • Heavy Equipment : They operate and maintain a range of heavy equipment, including pumps, generators, and vehicles used for transporting equipment and personnel to job sites.
  • Odor and Hazardous Materials : The work environment can be unpleasant due to the presence of strong odors and exposure to potentially hazardous materials.

Proper safety precautions are crucial.

  • Teamwork : Collaboration with other operators and maintenance personnel is common, as they work together to ensure the proper functioning of wastewater collection systems.
  • Paperwork and Documentation : Operators also spend time in an office environment, where they maintain records, log data, and complete reports related to their work.
  • Safety Protocols : Strict safety protocols are followed to minimize the risk of accidents and exposure to harmful substances.

Operators often wear protective gear and receive training in safety procedures.

  • Regulatory Compliance : Operators must adhere to environmental regulations and ensure that wastewater collection systems meet regulatory standards.
  • Physical Demands : The job can be physically demanding, involving lifting heavy equipment, climbing ladders, and performing routine maintenance tasks.

Conditions Of Employment :

  • Must have a valid Class "C" Driver's License before employment (must obtain Texas Class "C" driver's license within 30 days of hire per state law).
  • Preferred valid Class A CDL.
  • Must pass a drug test, driver's license check, criminal history background check, and social security number verification check.
