Responsibilities :

What you'll be challenged to do :

TranSystems has an immediate opening for a Project Controls Manager. The Project Controls Manager manages all basic requirements in the cost planning and scheduling of large right of way projects .

Essential functions include but are not limited to :

Oversees ongoing project controls to maintain project health by monitoring and alerting Project Manager and COO of variances;

adjusting resources to scope / fee w / PM; ensuring change approvals from client; overseeing subconsultant admin protocols, and submitting major project trend / variance reports.

Develops, maintains and modifies the enterprise-level project controls system to manage schedule, budget and staffing resources of all OPC projects;

ensures SharePoint compatibility.

  • Responsible for Project Support protocols including automated document preparation request process, fixed billing times for routine documents and the control of document storage and access on SharePoint.
  • Produces bar charts, logic diagrams, curves, graphs and lists to effectively communicate plans and progress in the control of large right of way projects .
  • Provides thorough analysis, detailed forecasting ?and presentation of findings.
  • Works with appropriate department leaders in the development and implementation of departmental policies, regulations, and procedures .
  • Works with Industry Leaders during the proposal and implementation phases to determine project budgets, schedules, resources, and WBS.
  • Prepares and presents departmental capital and operating budgets for approval; effectively manages approved budgets to avoid cost overruns.
  • Develops and implements department goals, long range strategies, and schedules; ensures goals and objectives of team members reflect department and corporate goals and strategies.
  • Performs complex cost, budgetary, and statistical analysis.
  • Manages department operations including monitoring and adhering to clients policies and procedures
  • Other duties as assigned.

Qualifications :

What you bring to our firm :

  • Bachelors Degree in Business , Public Administration, or other related field is required .
  • Minimum 5-10 years experience in Project Controls, cost,?planning and scheduling; must have current?hands-on reporting experience and ability to work with internal cost programs;

experience performing budgetary, administrative and operational systems support work; experience at the enterprise level wrapping multiple projects into one.

  • Experience developing budgetary, administrative and operational systems and operating and performing at a high level within those systems.
  • Intermediate to advanced level of : Microsoft applications, word processing, spreadsheets, internet software, e-mail, & custom applications.

Case management system and billing system.

  • Uses the intranet on a daily basis to obtain forms and latest company information. Microsoft Project Primavera or similar, can create Excel Pivot Tables, P6 and experience with Vision and Vantagepoint helpful.
  • Ability to calculate basic figures and amounts and apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Knowledge of advanced financial budgeting, cost and statistical analysis.
  • Ability to read, analyze and interpret general business texts, professional journals, technical procedures, financial reports, governmental regulations and legal documents.
  • Ability to write reports, proposals, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from managers, clients, claimants, property owners, and the public.

Understanding of cost vs. budget analysis

  • Ability to read and interpret complex engineering and construction drawings and identify property from meets and bounds legal descriptions.
  • Understanding of Critical Path Method (CPM) and Critical Chain Method. Knowledge of theories, principles, and practices of public administration .
  • Ability to work effectively with diverse work groups including co-workers, clients, vendors, etc
  • Actively engages multiple perspectives when solving problems, seeks to learn from peers, and encourages reciprocal learning among team members.

This compensation range is specific to the State of California and takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets;

experience and training; internal peer equity; licensure and certifications; and other business and organizational needs.

The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled.

At TranSystems, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case.

A reasonable estimate of the current range is : $100 ,000 - $130,000 annually.
