Position Summary : The Strategic IT Sourcing Coordinator supports the development and effective implementation of policies and best practices in acquiring IT resources related to DOE and school technology systems in support of community development initiatives and programs.

Ongoing initiatives include improving bandwidth to schools, upgrading the DOE’s Special Education Student Information System (SESIS) platform, and determining the cost of digital education for all NYC schools.

The Strategic IT Sourcing Coordinator work will be done in close collaboration with leaders across DIIT and the DOE. Performs related work.

Reports to : Senior Director of IT Contracts and Procurement

Direct Reports : N / A

Key Relationships : Works with schools-facing personnel, Directors of Human Resources and Talent, Procurement and Budget, as well as the Senior Leadership team on the launch of community development initiatives and strategic plans prioritized by the Deputy CIO.

Develops and maintains strong relationships with all DIIT management, as well as with senior managers across the Department of Education.

Responsibilities

  • Manage the full sourcing lifecycle for projects, including partnering with Subject Matter Expert teams, defining scope, identifying requirements, monitor vendor evaluation, and negotiation of pricing and contract terms to confirm that equipment and services meet the needs of our schools.
  • Develops and contributes to the publication of reports, presentations, and responses on strategic issues, as appropriate.
  • Assist in the development of a category of scopes of work that is consistent with business requirements and plans and timelines in coordination with the DIIT Product Development and Infrastructure teams, and track progress towards key milestones throughout each school year.
  • Collect data necessary to run successful sourcing events, such as spend data, stakeholder requirements, stakeholder budget, supply base, supplier financials, market dynamics and trends, and other data specific to each project
  • Conducts spend analytics and utilize systematic expertise to deliver a comprehensive total cost of ownership assisting the business in delivering measurable cost savings.

Additionally, this role will Initiate and structure RFI's and RFP's, prepare purchasing documents and participate in supplier negotiations.

Provides strategic planning and coordination on a variety of programs designed to support the community such as : SESIS System Upgrade : a program designed to support the school community, including students, teachers and parents, by upgrading the existing SESIS application to resolve performance issues and create the data warehouse capability necessary to enable reporting.

Bandwidth Program : focuses on three critical upgrades that will increase bandwidth connectivity to all schools, thereby improving instructional capabilities and providing a resilient network infrastructure.

Bandwidth Expansion to increase bandwidth capacity and accommodate schools’ need for access to applications, online curricula and assessments, and media-rich experiences.

Optical Network Upgrade - to improve DOE's data center to support the provision of faster Internet speeds to schools.School Technology Refresh to update wireless technology standards and infrastructure in schools and administrative buildings, expanding and improving access to fast wireless Internet in all NYCDOE schools.

  • Provides insight and advice to the Director on various operational matters and program management work.
  • Manages relationships and collaborates with partners in a variety of internal and external offices to determine DOE policy to support building sustainable technology systems including the preparation of the negotiation strategy and documents used in supplier meetings.
  • Establishes and maintains an effective liaison between DIIT and other DOE divisions to maintain strong and responsive relationships focused on customer service, joint accountability, and efficiency.
  • Partners with DIIT managers to identify opportunities to improve policies / processes and drive higher levels of customer satisfaction.
  • Organizes logistics, communications, and designs materials and follow-up items for all events.

Qualification Requirements :

Minimum :

  • A baccalaureate degree from an accredited college and two (2) years of experience in community work or community centered activities in an area related to the duties described above; or
  • High school graduation or equivalent and six (6) years of experience in community work or community centered activities in an area related to the duties as described above; or
  • Education and / or experience which is equivalent to 1 or 2 above. However, all candidates must have at least one (1) year of experience as described in 1 above.

  • Proficient skills in customer service and community support.
  • Excellent program management and organizational skills, with a demonstrated record of accomplishment in bringing complex initiatives to successful completion.
  • Ability to think strategically and translate insights into action; program management experience.
  • Creative problem-solver; ability to perform independent, thoughtful research and analysis around important educational issues.
  • Strong analytical skills, with an emphasis on intricate quantitative / financial information.
  • Ability to analyze data, create reports, and synthesize and package information with strong design acumen.
  • Excellent oral and written communication skills.
  • Clear communicator, with the ability to make presentations to a variety of constituencies within the Department of Education.
  • Ability to organize facts and present information and figures in a clear, concise, and logical manner, both orally and in writing.
  • Strong relationship-building skills; ability to work effectively with diverse groups in a fast-paced, deadline-driven environment.
  • Team player with strong collaboration skills.
  • Excellent interpersonal skills in dealing with education and non-education personnel, internal and external to the DOE.
  • Attentive to detail, extremely well organized, able to work under pressure, and meet frequent and changing deadlines.
  • Strong working knowledge of Microsoft Word, Excel, and PowerPoint.

Salary : $82,000 - $86,238

Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
