Job Title : Acquisition Specialist

Job Overview : We are seeking a highly skilled Acquisition Specialist to provide comprehensive procurement support services, both pre-award and post-award, for government contracts.

The Acquisition Specialist will work collaboratively with Government Leads, support staff, and stakeholders, employing agile methodologies to develop and manage procurement packages, ensuring that all aspects of the acquisition process are executed efficiently and in compliance with applicable regulations.

Key Responsibilities :

Collaboration and Stakeholder Engagement :

  • Work closely with Government Leads, support staff, and stakeholders to understand project requirements and objectives.
  • Engage all relevant stakeholders throughout the acquisition process to ensure alignment and successful procurement outcomes.

Procurement Package Development (Pre-Award Support) :

  • Develop comprehensive procurement packages, including Statements of Work (SOW), Performance Work Statements (PWS), Statements of Objectives (SOO), Independent Government Cost Estimates (IGCE), Market Research Reports (MRR), and source selection criteria.
  • Utilize agile principles and best practices in software development to craft procurement documents that support program management, software development, integration, testing, configuration management, production support, operations, maintenance, and cloud migration services.
  • Review requirements and previous contract performance to create sound SOWs, PWSs, and SOOs.
  • Conduct market research, analyze trends, and evaluate alternative sources to inform procurement decisions.
  • Develop technical evaluation methodologies and criteria for source selection.
  • Draft and prepare contractual documents, forms, and solicitations with accuracy and completeness.

Contract Administration (Post-Award Support) :

  • Provide support in contract administration, ensuring compliance with contract terms and conditions.
  • Assist in the development and execution of contract modifications, amendments, and renewals.
  • Monitor contractor performance, ensuring adherence to Quality Assurance Surveillance Plans (QASP) and Key Performance Indicators (KPIs).
  • Support CORs in managing contract deliverables, vendor onboarding / offboarding, and contract closeout processes.
  • Analyze pricing data and make recommendations for price reasonableness and contract modifications.
  • Maintain detailed records of contract administration activities and provide regular status reports.

Quality Control and Compliance :

  • Adhere to and monitor quality control guidelines to ensure performance standards are met as outlined in the Quality Assurance Surveillance Plan (QASP).
  • Ensure procurement processes comply with the Guide to Judiciary Policy Volume 14 and other applicable regulations and policies.
  • Utilize Microsoft business suite tools (SharePoint, Teams) for collaboration and document management.

Training and Development :

Participate in training provided for the Judiciary Financial Management System (JIFMS) and utilize Momentum software for procurement activities.

Qualifications :

  • Bachelor's degree in Business, Finance, Contract Management, or a related field.
  • Minimum of 3-5 years of experience in acquisition support, procurement, or contract management, preferably in a government setting.
  • Strong understanding of federal procurement regulations and policies.
  • Experience with agile methodologies in procurement or software development environments.
  • Proficiency with Microsoft business suite tools (SharePoint, Teams).
  • Excellent communication, negotiation, and stakeholder engagement skills.
  • Ability to work independently and collaboratively in a fast-paced environment.

Preferred Qualifications :

  • Familiarity with Judiciary Financial Management System (JIFMS) and Momentum software.
  • Certification in Contract Management (e.g., CPCM, CFCM) or equivalent.

Work Environment :

  • This position may require occasional travel and participation in remote meetings or training sessions.
  • The role demands a detail-oriented individual capable of managing multiple tasks while adhering to deadlines
