Dallas Area Rapid Transit -

General Summary :

Manages the daily operations of a Bus Division. Assures the effectiveness of staff and employees involved in Bus Operation activities for Dallas Area Rapid Transit's (DART's) Transportation Department.

Essential Duties and Responsibilities :

  • Directs, develops, counsels and coaches subordinate personnel regarding performance issues and company goals; coordinates the preparation and issuance of appropriate documentation relative to corrective and disciplinary actions in accordance with DART rules, policies and procedures.
  • Implements, analyzes and modifies division processes and procedures to assure accuracy, efficiency and alignment with the goals and objectives of the Department;

assures the assignment of clear responsibility for processes and procedures; regularly reviews adherence to established procedures and corrects as necessary.

Monitors daily reports regarding budget management, personnel performance management and service delivery and implements corrective steps where trending is not consistent with expectations;

regularly communicates key service delivery results with Division personnel and prepares summary reports for review with senior management.

  • Coordinates with peers from other Departments (Fleet Services, Bus Dispatch, Equipment Dispatch, Scheduling and Planning, Safety Training, Human Capital, Risk Management and DART Police), to plan and resolve identified issues to insure effective delivery of (5 Star) service to customers inclusive of DARTs Mission, Vision, and Values.
  • Understands and anticipates upcoming changes in service delivery, organizational direction and policy which will impact the functioning of the division and department;

works with the Division Director and subordinate staff to develop, communicate and implement changes in work processes that are necessary to effectively address the service delivery, organizational direction or policy changes.

  • Assures that the physical plant, furnishings and equipment of the Division are maintained and updated as required to support an efficient and appropriate work environment for employees.
  • Responds to complaints by customers and the general public; investigates through interviews with Bus Operators and other relevant parties and implements discipline procedures for Bus Operators where warranted.
  • Assists in planning department goals and objectives.
  • Performs other related duties as assigned.

Minimum Knowledge, Skills, and Abilities Required :

Note : An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications

  • Bachelor's degree from an accredited college or university in Transportation, Administration, Management, Public Safety or related field.
  • Six (6) years of progressively responsible experience in Bus Operations, Rail Operations, Public Safety and / or related field, to include three (3) year of lead or supervisory experience.
  • Knowledge of management practices, principles of supervision, performance management (coaching, counseling, staff development, performance improvement, discipline).
  • Knowledge of federal, state and local laws and regulations relating to bus transportation.
  • Demonstrated ability to work independently and well with a team.
  • Skilled at organizing and time management.
  • Skilled at problem solving and decision making.

  • Be a self-starter that can work independently
  • Able to participate on teams and work with multiple garages and company departments
  • Good interpersonal and communication skills (listening, verbal and written)
  • Good basic understanding of MS Office and the internet.
  • Proficient skill in PC software applications -Microsoft Word, Excel, e-mail and other Windows based environments.
  • Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.
  • Ability to enforce established policies and procedures.
  • Ability to exercise good judgment and creativity in making decisions and recommendations.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals.
  • Ability to write routine reports and correspondence.
  • Ability to establish and maintain effective working relationships with those contacted in the course of work, including customers, service providers and coworkers.

  • Valid driver's license, and a good driving record.
  • Knowledge of budget development / analysis, and operational cost factors.

Can see hidden problems. Is excellent at honest analysis. Looks beyond the obvious and does not stop at the first answers.

Working Conditions :

Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
