Wetland Complaint Response and Enforcement Specialist (Environmental Specialist 3)

The (SEA) program within the Department of Ecology is looking to fill a Wetland Complaint Response and Enforcement Specialist (Environmental Specialist 3) position.

This position will be locatedin our Headquarters Office in Upon hire, you must live within a commutable distance from the duty station.

The Wetland Section is made up of a group of professionals focused on improving wetland management and protection in the state.

• The section work includes certifying and overseeing wetland mitigation banks, a form of compensatory wetland mitigation;
• tracking compensatory wetland mitigation monitoring and compliance; providing the most recent science on wetlands and their management;
• developing statewide wetland policies; providing input on Puget Sound recovery actions; assisting local governments in developing protective ordinances;

and protecting and acquiring wetlands in partnership with a range of entities.

In this position, you will be on the front lines investigating complaints about wetland impacts and coordinating with local governments and wetland staff to investigate and resolve complaints filed through Ecology’s environmental complaint system.

You will learn about wetlands and the laws protecting them. You will make contacts with local governments, our federal partners, and internal wetland and water quality staff with whom you can build long-term relationships.

Duties

What makes this role unique?

In this role, you will investigate complaints of environmental damage related to wetlands. You’ll build relationships with local governments as you engage with them to investigate and resolve complaints.

You will work with the program’s Enforcement Lead and assist in the investigation, documentation, and tracking of enforcement actions.

You will use remotely sensed data, such as Google Earth, various online maps, rare plant occurrences, and local government databases to collect spatial data on reported violations.

Coordinating with internal wetland staff will help you build relationships and learn about wetlands and the functions and values they provide.

What you will do :

• Track the Statewide Environmental Reports Tracking System (ERTS) system for new complaints related to wetlands.
• Use remote data sources to investigate complaints and enforcement actions.
• Collect information on complaints where wetlands are involved through interviews with complainant and other relevant persons.
• Conduct site visits to evaluate complaints and collect data to assist wetland staff review.
• Responsible for data, content and information management of the ERTS database for wetland complaints.
• After completion of initial interview enters information into ERTS database and determines appropriate referral of complaint to wetland staff or external party.
• Complete follow-up activities after investigations, which includes phone calls, emails and / or compliance assistance letters.
• Assist with preparation of documents for enforcement proceedings.
• Assist regional staff in completing documentation required as part of the enforcement process.
• Assist with the redevelopment and maintenance of the enforcement SharePoint site.

Qualifications

Required Qualifications :

Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time.

We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked.

Examples of the proration calculations are :

• 30 hours worked per week for 20 months : (30 / 40) x 20 months 15 months full-time equivalent
• 20 hours worked per week for 12 months : (20 / 40) x 12 months 6 months full-time equivalent

Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience.

Special Requirements / Conditions of Employment :

Must be able to possess and maintain a valid driver’s license

Desired Qualifications :

• Ability to understand regulations at the federal, state, and local levels.
• Strong verbal and written communication skills.
• Knowledge and ability to use remotely sensed information sources such as Google Earth, the Coastal Atlas, digital wetland maps, GIS parcel and ownership maps and other sources.
