Main Purpose of Job

The main purpose of the position is to manage, coordinate, develop, and evaluate Employer Services Program activities for the agency’s over 600 participating employers.

There is a direct relationship between the unique duties of this position and the Agency mission to administer benefits of the System's almost 400,000 participants employed by the State or one of the MSRPS participating employers.

This position is key to that effort.

POSITION DUTIES

  • Manages and coordinates Employer Services Program activities to meet the Agency’s mission to administer the benefits of the System's participants employed by the State or one of the MSRPS participating employers.
  • Works in collaboration and partnership with participating employers through Employer Services education and training activities to instruct in retirement law, regulation, policy, and agency processes.
  • Determines training needs by identifying employers’ knowledge and skill gaps.
  • Designs, implements, evaluates, and monitors training programs using technology to leverage training for online learning with content creation tools.
  • Manages and coordinates employer certification activities to ensure all members are receiving the same help and assistance regardless of where they work.
  • Promotes the Maryland State Retirement and Pension System to any Maryland governmental unit considering participation in the System to become a participating governmental unit ( PGU ).
  • Oversees, manages, and coordinates the process to determine eligibility to enroll or withdraw participation of its employees in one of the retirement or pension systems.
  • Serves as a liaison between the State Retirement Agency and participating employers in the resolution of issues and presentation of special requests on behalf of the Agency.
  • Implements procurements and monitors employer services contracts with vendors to ensure vendors’ compliance with contractual arrangements by monitoring vendors’ performance.
  • Monitors the Employer Services training budget.

MINIMUM QUALIFICATIONS

Education : Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience : Six years of administrative staff or professional work.

Notes :

  • Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
  • Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
  • Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Bachelor's degree from an accredited college or university.
  • Five years of experience in staff development or as a trainer, training facilitator, teacher, coach or in other professional certification work.
  • Two years of experience in Learning Management (LMS) platform administration and creating online learning content.
  • Current certification as a Certified Professional in Talent Development (CPTD) or other learning and development credential.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
