Subcontracts And Procurement Specialist

Riverside Research Institute is seeking an experienced and detail-oriented Subcontracts And Procurement Specialist to join our Procurement Team. This individual will manage the full subcontracts and procurement lifecycle for services and materials in support of the entire organization for both Direct and Indirect requests.

Responsibilities include overseeing cradle-to-grave subcontract and procurement processes in full compliance with FAR, DFARS, ITAR, and company policies; preparing RFP's / RFQ's and negotiating terms and conditions; evaluating subcontractors / vendors according to key business criteria; preparing agreements and agreement modifications / change orders; supporting proposal and pricing activities by issuing RFP's / RFQ's, assisting with subcontracting plans and contributing to cost analysis; maintaining accurate and audit-ready subcontract and procurement documentation, including CPSR reviews; partnering with internal teams to align subcontract and procurement efforts with project goals; delivering quality customer service to both internal and external customers and fostering and maintaining good subcontractor / vendor relationships; and other duties as assigned.

Qualifications include a Bachelor's degree in Business Administration, Supply Chain Management, or a similar field preferred, and 8-11 years' work experience or equivalent; available to work occasional extended hours to meet project goals; experience supporting DoD programs; experience managing diverse subcontractors, both large and small businesses; experience with multiple types of agreements, including Fixed-Price, Time and Material and Cost-plus; proficient with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFAR), and defense contracting; understanding / knowledge of CPSR reviews and requirements; capable of communicating and interacting effectively with multi-functional and diverse backgrounds, and the ability to effectively present information and respond to questions from management, employees and subcontractors / vendors; excellent negotiation skills; highly organized in a fast-paced environment with shifting priorities; strong attention to detail; ability to critically and analytically think; capable of problem solving and finding continuous ways to be efficient; and be a team player.

Preferred Skills include understanding of Government Property management and tracking; working knowledge with ERP systems, preferably Deltek Costpoint Version 8.0 or higher; and proficiency using MS O365 and Adobe Acrobat Pro business software.

Global Comp : $140,000- $170,000 This represents the typical compensation range for this position based on experience, location and other factors.
