The Senior Program Manager (SPM) provides technical, operational and management support to the USAID Global Health Risk and Capacity (GHRC) project teams, ensuring programs are delivered on time, within budget, and meet client expectations.
They work with the Implementation Director and the technical team to ensure the program design aligns with IntraHealth's mission and standards.
The SPM manages the engagement, communications, and ensuring smooth start-up, implementation and management of country-focused local partners capacity strengthening work ensuring high-quality technical deliverables, compliance, responsiveness to Missions, and timely implementation of capacity development activities.
They may supervise program officers and will report to the Director of Implementation, occasionally taking on director-level tasks.

This position can be based within the United States or globally.
Duties include, but are not limited to :
- Oversee project activities for the assigned country portfolio ensuring quality of deliverables, timely implementation as well as compliance, budgeting, staffing, and procurement.
- Develop and manage implementation of Mission buy in work plan and deliverables for local partner capacity building activities.
- Coordinate with country project teams and HQ departments to ensure smooth project execution from start to finish.
- Track project progress and recommend actions to meet donor and stakeholder expectations.
- Provide direct technical support to country teams and coordinate additional quality assistance as needed.
- Work closely with in-country leaders, USAID Missions, local capacity building advisors and local partners to ensure workplans are high-quality and deliverables are completed on time.
- Review performance metrics, finances, and deliverables, escalating issues to the program director when necessary.
- Help project directors develop Learning Plans and conduct review meetings.
- Work with the Strategic Information team to implement evidence-based interventions.
- Promote adaptive management and encourage data-driven decision-making among project teams.
- Supervise junior staff, providing feedback through goal setting and performance reviews.
Qualifications :
- Bachelor's degree in public health, international health, or related fields is required, Masters preferred.
- Minimum of 6 years of experience managing multi-year, international USG and / or non-USG health programs (e.g., FP, HIV, MCH, HRH, integrated health).
- At least 2 years of experience leading professional staff as a supervisor, including leading a team within a low- and middle-income country setting preferred.
- Experience working in a management role for multi-donor projects in an HQ office.
- Experience in managing local partner capacity building activities.
- Intermediate skills in program and financial data analysis and use.
- Fluency in English required; fluency in French or Spanish is preferred.
- International and domestic travel for this position is estimated to be 25%.
- Strong, proven skills in Excel, budget management and monitoring, and strong financial acumen.
