Coordinator, Public Right-of-Way Permitting - ( 2400006C )

SALARY

$70,000 - $80,000

POSITION SUMMARY

Acts as the CTA liaison between the Department of Revenue (DOR), the Chicago Department of Transportation (CDOT) and any other required agencies, to coordinate, communicate and facilitate all permits to occupy and open the public right-of-way (ROW) to ensure that CTA construction and maintenance projects are properly coordinated to minimize impacts to both pedestrian and vehicular traffic.

Provides general administrative support to the General Manager of Construction.

Qualifications

PRIMARY RESPONSIBILITIES

  • Manages and coordinates the requests for all permits to occupy or open the public right-of-way.
  • Reviews permit applications for accuracy and confirms all fields have been completed prior to submission.
  • Responds to requests for information pertaining to permits ranging from questions from the general public, application procedures from permit requestors and compliance information requests.
  • Enforces collection of permit fees.
  • Develops and / or monitors policies, procedures and processes to ensure permit requests are submitted in a timely manner.
  • Works daily with contractors, other government agencies and internal CTA departments ensuring compliance to permit applications and the permitting process.
  • Communicates and coordinates with governmental agencies such as CDOT and DOR, regarding other projects that may impact CTA projects or operations and attends weekly traffic meetings and other associated meetings as required.
  • Meets with contractors, consultants and construction management firms to establish permit timelines and projected closure requests.
  • Works closely with CTA Project Managers on establishing project specific permit requirements and criteria.
  • Provides clerical support to the General Manager of Construction and coordinates special projects within the department.
  • Maintains permit files, records and other related correspondences.
  • Maintains a log of all permit requests and generates weekly internal / external reports for management and corresponding agencies.
  • Trains and / or monitors staff on the permit process.
  • Performs related duties as assigned.

  • Keeping abreast of local, state, and federal regulations regarding construction, as they relate to the Authority.
  • Maintaining communication internally and externally with various agencies and departments.

EDUCATION / EXPERIENCE REQUIREMENTS

  • High school diploma required. Bachelors Degree or a combination of education and experience relating to this position preferred.
  • Must be accurate in calculating, posting and checking data and documents.

PHYSICAL REQUIREMENTS

  • Normal physical demands.
  • Service Area Requirement : Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA

KNOWLEDGE, SKILLS, AND ABILITIES

  • Understanding of CDOT, and other agency permitting process.
  • Knowledge of the Oracle Software System.
  • Working knowledge of applicable local, state, and federal laws, rules, and regulations.
  • General knowledge of, or comfortable with, street coordinates in and around Chicago and surrounding area.
  • Advanced verbal and written communication skills to communicate effectively to a broad spectrum of various level of the Authority and many outside agencies.
  • Self-starter with strong analytical and problem solving skills.
  • Ability to work independently and be well organized.
  • Ability to meet scheduled due dates, identify emerging issues and recommend solutions.
  • Ability to exercise good judgment.
  • Ability to work on multiple tasks simultaneously.
  • Proficiency with MS Word, MS Outlook, MS Excel, MS PowerPoint.

Additional Details : Employees and / or union members will be given priority consideration in the hiring process, per the applicable labor contracts.

Final salary will be determined in part by the qualifications of the selected candidate and may be higher or lower than target.
