Coordinates and participates in the development, implementation and management of the Agency’s safety and security programs;

oversees development and implementation of security plans and procedures; performs related duties as assigned. The Safety Manager collaborates with Operations, Maintenance, and other departments to promote and enhance the Agency’s safety culture.

The Safety Manager has comprehensive oversight of the Injury Illness Prevention Program (IIPP), fire prevention systems, the development and implementation of earthquake and emergency preparedness, and other relevant safety plans.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Assess and enhance Agency security and safety programs, processes, equipment, and systems. Develop and implement the Agency’s response to Federal, State, and local regulatory requirements to include, but not limited to, Homeland Security Vulnerability Assessments, Safety Management Systems, OSHA / CalOSHA guidelines, etc.

Recommend improvements for enhancing safety and security across Agency facilities, properties and equipment.

Ensure compliance with local, state, and federal safety policies and guidelines (ex : IIPP) through driver training initiatives.

Develop, schedule, and supervise Agency wide safety-related training.

  • Provides leadership, coaching and mentoring for Agency and contract staff to develop and maintain a high performance, customer service and safety-oriented work environment that supports achieving the Agency’s mission, strategic goals and core values.
  • Plans and evaluates the performance of assigned staff; establishes performance requirements and personal development targets;
  • monitors performance and provides coaching for performance improvement and development; provides or recommends compensation and other rewards to recognize performance;

takes disciplinary action, up to and including termination, to address performance deficiencies, subject to management concurrence, in accordance with the Agency’s human resources policies and procedures.

  • Manages and participates in in-service bus, paratransit and campus video surveillance and incident reviews; responds to Public Records Act requests for bus video footage from a variety of law enforcement and / or other local agencies.
  • Lead and conduct accident and reported injury investigations, analyze contributing factors, record, collate and analyze safety and incident data to identify trends in incident reports, provide written analysis of findings to stakeholders, develop and implement mechanisms to reduce or eliminate incidents, provide re-training as needed, and prepare safety recommendations to enhance training programs.
  • Lead, manage, and direct the Safety Committee and maintain the Employee Safety Incentive Program and ensure compliance with applicable Federal, State, and local law and regulation.
  • Prepare, produce, and present reports and information to Agency departments and committee meetings as needed. Attend meetings as required.
  • Perform other tasks, functions, duties as assigned.

OTHER DUTIES

  • Acts as the Agency’s representative on Regional Emergency Response Teams and at professional conferences and forums.
  • Manages the Agency’s access control systems, video surveillance systems, and other relevant systems to ensure the safety and security of the Agency.
  • Ensure compliance with periodic inspection and maintenance intervals for the Agency’s fire and burglar alarm systems.
  • Informs operating personnel of special events and incidents which may affect Agency operations.

QUALIFICATIONS Knowledge of :

  • Organization, functions, resources and operational requirements related to emergency preparedness, threat preparedness and homeland security as they apply to a public transit organization.
  • Principles and practices of employee safety and occupational health program administration, including methods and techniques for conducting accident and workplace safety audits and investigations.
  • Federal and state law, rules and regulations applicable to areas of assigned responsibility.
  • Practices and methods for design and development of employee training programs and materials as they apply to areas of assigned responsibility.
  • Principles and practices of transit security and surveillance.
  • Methods for investigating and correcting industrial and environmental hazards.
  • Agency policies and procedures for release of public records, including videos.
  • Principles and practices of sound business communication.

Ability to :

  • Gather, collate and analyze data relating to operational, training and safety issues and problems; evaluate alternatives and recommend effective courses of action.
  • Apply management techniques related to organizational change in promoting workplace security and safety.
  • Apply the principles of risk identification, mitigation and loss prevention in carrying out assigned program responsibilities.
  • Provide sound advice to and gain support from Agency staff and management to address security and safety problems, issues and opportunities.
  • Exercise sound independent judgment and initiative within established guidelines.
  • Prepare clear, concise and accurate reports, correspondence and other written materials.
  • Interpret Agency personnel policies and procedures and applicable local, state and federal legislation.
  • Establish and maintain effective working relationships with Agency managers, staff, the public and others encountered in the course of the work.
  • Education : Bachelor’s degree from an accredited four-year college or university with a major in public administration, occupational safety, business or a closely related field;
  • at least 5 years of progressively responsible experience in administering workplace safety and security programs, two of which must be in a supervisory role;

or an equivalent combination of training and experience. Experience with law enforcement and / or a public transportation agency is desired.

Licensure : A current, valid and unrestricted California driver’s license of any class. Certification in Threat Assessment and Emergency Response;

CPR and First Aid. Certification in Bus Collision and Investigation; Transit Bus System Safety are highly desired.
