ICF is growing and is currently seeking an Acquisition & Relocation Specialist to support work in the fields of state or federally funded disaster management, transportation, infrastructure, environment, and energy.
In this role, you will support ICF in the implementation of a variety of projects requiring compliance with the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 (URA).
This position is 100% Remote in the United States with up to 25% travel.
The ideal candidate will be self-motivated, willing to travel to project sites as needed, detail-oriented, and able to quickly adapt to meet ambitious timelines and changing requirements.
Experience working with public Right of Way (ROW) and experience delivering virtual or in-person trainings on related URA or ROW topics is preferred.
Key Responsibilities :
- Support development of URA program policies and procedures.
- Establish and maintain written policies, procedures, job aides, checklists and other tools necessary to oversee and implement acquisition and relocation services for both residential and non-residential.
- Assist in acquisition and relocation advisory services and technical assistance, including one on one and group training to a variety of persons, firms, and government agencies at any level.
- Provide real estate support for acquisitions.
- Negotiate the acquisition or sale of real estate.
- Provide assistance as required under the Uniform Relocation Assistance and Real Properties Acquisition Policies Act of 1970 (URA).
- Gather, scan, store, and maintain all hard copy and automated files and other required information in electronic databases and systems, in strict accordance with established policies and procedures, and ensure all required notices are documents in program files.
- Conduct appraisal reviews.
- Interpret maps, deeds, plats, and boundary surveys.
- Research local land records and review title commitments.
- Assist with providing advisory services to develop Acquisition and Relocation Plans, as needed.
- Prepare the letters to owners, applicants, and landlords, as well as other required program documents.
- Prepare and conduct property settlements and relocation / re-establishment claims.
- Prepare comparable market analysis reports and just compensation letters.
- Interact with project staff, clients, local officials, and sub-vendors to coordinate acquisition and relocation efforts.
- Provide tracking and reporting information on acquisition and relocation activity.
Minimum Qualifications :
- 5+ years of experience in implementing or managing Uniform Relocation Act (URA) on federally funded projects or programs (FHWA / HUD).
- 3+ years of experience working with public ROW projects and / or large public housing / S8 What projects.
- Completion of real property acquisition or relocation trainings or certifications offered by IRWA or NHI. List on your resume.
- Willingness and ability to travel up to 25% annually depending on project needs.
Preferred Skills / Experience : (These may enhance candidate consideration)
- Basic understanding of land survey drawings, and property appraisal reports and title studies.
- Intermediate accounting or financial proficiency.
- Excellent understanding of and ability to interpret title evidence, residential lease terms, rental history, housing inspections and other program-related documents.
- Knowledge of applicable federal, state and local laws and regulations, guidelines issued by FHWA / HUD and other related agencies related to disaster recovery, housing and building at a level sufficient to manage the training and implementation of disaster recovery policies, programs, and procedures.
- Experience in URA program administration, facilitating client application to public benefit programs.
- Certification as a Certified Distance Education Instructor.
- Written and verbal competency in both English and Spanish.

- Exceptional ability to communicate complex acquisition and relocation matters in an understandable way to a diverse community of clients.
