POSITION HIGHLIGHTS
- Procures equipment, supplies and services to meet departmental needs; to conduct highly complex and specialized purchasing projects involving unique services and / or technical commodities purchasing
- Utilizes a variety of procurement methods for multi-commodity purchase contracts and / or procurement of products with complex features.
- Coordinating with clients their requirements; drafting of technical specifications; recommending technical assistance;
proposing standardization of goods when appropriate.
Develops, and drafts contracts that are compliant with Harborview Medical Center, University of Washington and State of Washington rules and regulations.
DEPARTMENT DESCRIPTION
UW Medicine Supply Chain’s objective is to ensure our patient care experience is enhanced by delivering a robust foundation of services, operational and technical support, and the sharing of comprehensive, relevant, and highly specialized supply chain management expertise.
This includes a primary focus on customer service, as well as maintaining appropriate levels of general, medical, and surgical supplies throughout each facility.
PRIMARY JOB RESPONSIBILITIES
- Develops and / or recommends contract language to ensure vendor performance; reviewing all vendor contracts prior to forwarding to the Attorney General's Office
- Serves as a liaison between HMC departments and the Attorney General's Office for procurement contracts / agreements
- Advises clients of existing or potential policies and / or procedures that may affect their requisitions
- Makes regularly assigned visitations or participating as required in departmental presentations aimed at increasing communication / education goals
- Locates, contacts and interviews both via telephone and by personal visits potential vendors
- Solicits vendor response by approved, procedural methods for specific competitive acquisitions
- Analyzes bids for multi-commodity purchase contracts and / or procurement of products with complex features
- Researches existing contracts, Harborview, University of Washington, State of Washington, Novation, for applicability.
- Exhibits a willingness to handle a fair share of the departmental workload as identified by management; participate as required in back-up and fill-in plans;
assume the responsibility of the Assistant Manager as required.
- Surveys and analyzes procedures and purchasing processes; prepare findings, report and recommend improvements to management.
- Participating in routine departmental operations in a timely and productive manner, management reports, public bid openings, contract maintenance.
- Adds to knowledge of business law and related subjects : develop specific knowledge of State, University and HMC departmental policies and procedures.
REQUIRED POSITION QUALIFICATIONS
Three years of experience as a professional buyer AND either an Associate of Arts Degree in purchasing management or a Bachelor’s Degree;
OR equivalent combination of work experience and college level training.
