This position will work a hybrid schedule which is a combination of working onsite on Campus and Remote.

DESCRIPTION

Under the general direction of the Sr. Director of HR Strategy & Policy, the incumbent performs a variety of job functions involving extremely complex legal issues that require expert knowledge of collective bargaining law and demonstrated advocacy, communication, analytical and organizational skills.

The incumbent represents all levels of management in formal adversarial dispute resolution processes. Applies expert labor relations concepts to represent the organization's objectives at the bargaining table, coordinates the representation of campus management by University attorneys in employment / labor relations related court cases, represents campus management in collective bargaining negotiations, advises all levels of management on compliance with employment / labor relations laws and the University's collective bargaining agreements, advises campus management about labor unions and communicates with labor unions.

The incumbent performs work independently and is responsible for the consequences of the actions taken as a result of the advice provided by the incumbent.

While performing the job functions of this position, the incumbent is authorized to achieve the labor relations objectives of campus management.

Recognized expert who regularly leads labor relations projects of criticality to system. Utilizes comprehensive and in-depth labor relations expertise to provide guidance and recommendations regarding strategic direction for the system.

Works on labor relations matters that are the most diverse and complex in scope and where analysis of data and situations requires evaluation of many factors and implications with broad impact on the organization.

Develops internal and external contacts often pertaining to systemwide plans and objectives. Determines methods and procedures on new assignments and functions as a lead with other labor relations professionals.

Is considered a subject-matter expert.

This position requires the ability to work evenings / weekends and travel out of town.

QUALIFICATIONS

Possesses expert analytical skills to conduct analysis and develop recommendations, demonstrating organization and problem-solving skills.

Demonstrates expert knowledge of systemwide, campus and / or medical center policies and procedures; expert knowledge of functional area and understands how work impacts other areas in Human Resources and the system.

Demonstrated expert knowledge of labor relations function and other subject areas of human resources.

Exhibits expert knowledge of legal requirements needed to minimize exposure.

In-depth knowledge of other areas in human resources; capable of developing, interpreting, implementing and administering organization-wide human resources policies and processes.

Demonstrates the expert level skills necessary to bargain complex issues involving significant costs to the university and represents its interests effectively.

Possesses highly developed skills to provide guidance to managers and employees on complex and significant labor relations issues.

Demonstrated skill to communicate information in an effective manner so as to be persuasive during cases involving a hearing, investigation or meeting related to a union contract grievance, University policy complaint, PERB unfair labor practice charge, or DFEH / EEOC charge of discrimination, or during settlement negotiations to resolve cases.

Demonstrated success in developing and administering performance management systems.

Demonstrated ability to handle the most difficult or volatile situations / individuals effectively. Demonstrates skills and abilities in conflict and change management.

Has highly developed written, verbal and presentation skills for presenting and communicating complex information to managers at varying levels in the organization on labor relations issues.

Has expert knowledge of dispute resolution and grievance procedures and expert knowledge of administering and ensuring adherence to labor / union contracts.

Demonstrated ability to lead and mentor other labor relations professionals. Demonstrated ability to handle extremely difficult or volatile situations / individuals effectively.

Pay Transparency Act

Annual Full Pay Range : $116,000 - $224,200 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent : $55.56 - $107.38

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs.

The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position.

The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
