SUMMARY
To develop and direct the Educational Opportunity Center (EOC) Program in accordance with all grant, state and federal rules and regulations which governs the program.
To direct, train, and educate the employees of the EOC program to accomplish its intended purpose. The program is designed to enable adult low income, first generation students to achieve a secondary or post- secondary education.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Coordinate and oversee activities to accomplish project objectives.
- Manage all budget expenditures.
- Hire and train all full-time ECU’s EOC staff
- Grant writing
- Organize and conduct staff meetings
- Plan and participate in publicizing project services and goals
- Build rapport / collaborate with local schools and educational projects
- Collaborate with institutional projects and community agencies to share resources and build working relations
- Conduct and / or supervise all project and staff evaluations
- Generate necessary reports and documentation
- Supervise personnel and activities with emphasis on service provision, follow-up and placement
- Ensure compliance of EDGAR, UG, ECU policies, as well as all applicable state and Federal laws
- Document achievement of objectives to accurately complete Annual Performance Report (APR)
QUALIFICATIONS : Education
Education
Master’s degree in Counseling, Administration, Education or related field.
Communication Skills
- Strong professional communication skills - Ability to relate to and establish rapport with university, college, technology center, local school personnel, and community partners
- Mastery of written and oral communication skills
Financial Management
Proficiency in budgetary planning and disbursement
Organizational Management
- Experience directing federally-funded projects
- Supervisory experience with professional staff
- Ability to establish and implement goals
- Proven leadership ability
- Driver's license
Preferred
- 2 yrs. experience designing, implementing, or managing similar projects
- TRIO background / experience
