Job Summary
Under the supervision of the Pharmacy Purchasing Manager, is responsible for coordinating and procurement of pharmaceuticals, supplies, and services required by the Department of Pharmacy and UCSF Health.
Duties include, but are not limited to, purchasing pharmaceuticals, including controlled substances, and pharmacy-related supplies and equipment, researching and negotiating pharmaceutical pricing contracts, monitoring contract compliance, optimizing contract utilization, mitigating drug and pharmacy-related supply shortages and recalls, ensuring supply-chain regulatory compliance and security, ensuring regulatory compliance with controlled-substance procurement, and obtaining quotes for capital purchases, equipment and supplies.
Major goals for this position and the department include the identification and execution of cost-saving opportunities and minimization of risk for UCSF related to procurement, contracting, and supply chain security.
The incumbent must be highly skilled in performing analysis using various tools. The incumbent works independently and proactively with decision-making responsibility under the general direction of Pharmacy Leadership.
Performance is measured in terms of meeting specific goals and objectives.
Is responsible for coordinating and executing the procurement of pharmaceutical drugs, supplies, and services required by inpatient and outpatient areas of UCSF Health.
Uses advanced professional concepts to work on complex procurement assignments where analysis of situations or data requires a review of multiple purchasing options.
Has authority to make purchases within broadly defined dollar limits. Exercises judgment to determine the most effective methodology to acquire pharmaceuticals and pharmacy-related supplies.
Normally receives little instruction on day-to-day work, with general direction provided on purchasing assignments that are more complex or unique in nature.
Uses skills as a seasoned, experienced professional with a full understanding of industry practices and organizational policies and procedures to resolve a wide range of issues for both internal and external departmental contacts.
Department Description
The Department of Pharmaceutical Services provides a full range of services for patients cared for by the Medical Center across the continuum of care as well as its providers and payers.
- These services include, but are not limited to, drug procurement, storage, and security; safe, accurate, and timely preparation and distribution of drugs;
- clinical pharmacy services for patients; development of drug use policies within the Medical Center; drug information services for clinicians and patients;
and participation in technology assessment and quality assurance programs. The Department collaborates with the UCSF Department of Clinical Pharmacy, an academic unit within the School of Pharmacy, which has primary responsibility for teaching professional courses in the Pharm.
D. curriculum, research, and public service. The Department of Clinical Pharmacy and Department of Pharmaceutical Services share its philosophy of pharmaceutical care.
Required Qualifications
- Three (3)+ years of pharmacy experience, preferably within Pharmacy Supply Chain or Business Services
- In-depth knowledge of strategic sourcing policies, practices, and systems.
- In-depth knowledge of sourcing commodity / category.
- Advanced ability to independently gather, organize, and perform financial analysis assignments.
- Advanced listening and communication skills, including the ability to present information in a clear and concise manner verbally and in writing.
- Knowledge of organization's departments and operations required in order to meet their procurement needs.
Preferred Qualifications
- Bachelor's degree in related area and / or equivalent experience / training.
- Advanced organizational, meeting facilitation, and decision-making skills.
- Strong skills in the use of ERP / financial systems (such as Oracle, PeopleSoft, SAP, Banner, etc.)
License / Certification
California Pharmacy Technician License
