Duties

  • Provides accounting assistance regarding the accounting function, interpretation and application of accounting principles, policies, and procedures.
  • Coordinates, analyzes, and reconciles financial and management reports on a monthly, quarterly, and annual basis.
  • Performs analysis and develops procedures, following established policy, to determine that sufficient budgetary resources are available to support disbursement of funds.
  • Prepares and analyzes accounting and finance reports related to program elements of the Defense Working Capital Fund (DWCF)-TSEAS.
  • Implements assignments utilizing conventional accounting methods and techniques to ensure compliance with established internal controls and maintains the integrity of financial and accounting information of the DWCF-TSEAS general ledger accounts.
  • Proposes new procedures and methods to resolve current problems and enhance the validity, accuracy, and integrity of accounting processes.

Qualifications

Basic Requirement :

This position has a positive education requirement. To qualify for this position you must meet one of the basic requirements described below.

You MUST submit your transcripts for verification of this education requirement.

Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting.

The 24 hours may include up to 6 hours of credit in business law

Candidates may also qualify through a combination of education and experience : at least 4 years of professional accounting experience (at least one year must be equivalent to the journeyman level) or an equivalent combination of professional accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting / auditing courses or a certificate as a Certified Public Accountant or Certified Internal Auditor.

Specialized Experience :

For the GS-11, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal service, or comparable in difficulty and responsibility to GS-09 if outside the Federal service.

Specialized experience at the GS-11 level is defined as experience supporting a financial statement audit for a revolving fund, as well as analyzing general ledger data and reports.

In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position.

Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
