OVERVIEW :
Our client, a provider of Health, Dental, Vision, Medicaid, and Medicare Healthcare service plans in the state of California with 4.
7 million members and $22.9 billion of annual revenues , seeks an accomplished Senior Procurement Specialist (Medicare / Medicaid) .
IMPORTANT NOTES :
- This will be 6 months assignment with possible extension.
- This will be a local remote role.
- Work Schedule : 08 : 30 AM - 05 : 30 PM (Mon- Fri) (Pacific Time).
- Client Location : 601 12th St Oakland, CA 94607.
- Candidate MUST have high-speed wired internet connection. Wi-Fi / Wireless connections are not allowed.
- Candidate MUST have a reliable home-office environment.
RESPONSIBILITIES :
- Manage sourcing intake including assessing sourcing / contracting request, ensuring actionable requirements are met, engaging stakeholders as necessary, and providing guidance regarding the sourcing / contracting process.
- Manage relationship with business unit and act as a trusted advisor and provide leadership through sourcing strategy advice and consultation to best achieve the business strategy and objectives.
- Capture and aggregate business requirements for sourcing support requested.
- Build and execute procurement plan with Business Units
- Analyze business unit demand and support overall capacity planning and alignment. Capture / Define demand forecasts and annual budget and provide supplier / market insights as part of business unit plans.
- Provide guidance to Business partners and seek alignment to influence spend and cost savings through vendor rationalization and driving economies of scale.
- Analyze the supply market to identify best sources for acquisition of goods and services.
- Manage RFx process - Manage vendor selection and qualification through a competitive bid process for goods and / or services.
- Lead, structure and guide business partners on complex contracts.
- Research cost drivers and conduct industry analysis for the development of negotiation strategy. Conduct spends analytics.
- Utilize contract templates and create contract draft documents that fully encompass the business requirements. Write and negotiate Statements of Work.
- Assist the Business in maintaining compliance with all client's policies regarding contracting and purchasing.
- Assist the Business to resolve vendor management issues such as vendor disputes and / or vendor termination.
- Facilitate vendor risk management, due diligence and on boarding activities.
QUALIFICATIONS / REQUIREMENTS :
- Bachelor’s degree is required MBA preferred.
- Certified Outsourcing Professional or Certified Professional in Supply Management (CPSM) is a plus.
- Candidate must have 5 years of Vendor management & contracting experience within Healthcare (Medicare / Medicaid) or Pharma Industry.
- Candidate must have 3-5 years of experience with RFX & Competitive Bidding (RFP's / RFQ's).
- Candidate must have strong background in Procurement & contracting with in healthcare or clinical or pharma industry.
- Candidate must have advanced level of expertise using MS Excel.
