Title : Associate Director of Health Services

Location : Beverly, Bronzeville, and Rogers Park

Schedule : Monday to Friday 8 : 30am-5 : 00pm (on call is required for this position)

Summary :

The Associate Director of Health Services develops and manages the medical services coordination for youth

residential services (YRS). The Associate Director will ensure that medical services are provided in a quality manner

in accordance with funder and licensing requirements as well as internal best practices and standards. The

Associate Director will develop standard operating procedures to comply with accountability standards, validate

quality of care through demonstrated achievement of outcomes and monitor improvement initiatives.

Essential Functions :

Duties & Responsibilities

Oversees medical care services for program participants with program staff and medical staff to ensure

compliance with funder and licensing requirements.

Ensures program compliance with Vaccines for Children program to maintain participation in Chicago

Department of Public Health and Illinois Department of Public Health programs.

Oversees program medical data, compiles statistical reporting data for internal and external reporting, and

develops processes and reports to maintain data integrity.

Confers with senior directors, medical staff, local health departments, and Office of Refugee Resettlement

Medical Team to evaluate and discuss participant medical issues, as needed.

In conjunction with senior management and medical staff, coordinates and develops policies and operating

procedures for program medical services, as well as short and long-range objectives.

Participates in all administration and management meetings / committees of Health and Human Care

Services (HHCS).

  • Reports to funders as required by contract.
  • Participates in professional development workshops, seminars, task force meetings and conferences, etc.

to remain current on population and migration trends, best practices and leadership approaches.

Adheres to professional standards as outlined by governmental bodies, NASW (and / or other appropriate

professional associations), private funding sources, HHCS, SAFEty, and the organization plans / policies and

guidelines.

On-call duties will include carrying an Agency cell phone and responding to crisis situations 24 hours a day.

Supervisory Responsibilities :

Provide oversight, leadership and direction to up to 10 employees to meet the organization's expectations

for productivity, quality, and goal accomplishment.

In addition to supervising non-supervisory employees, the position also manages subordinate managers

and / or supervisors who supervise employees in all residential programs, and coordinate support to those

managers and / or supervisors in managing direct care staff.

The Associate Director is part of a management team that is responsible for the overall direction,

coordination, and evaluation of all residential programs.

Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.

Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing

work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving

problems for both employees and program participants. Embodies the Heartland Human Care Services

Education and Experience :

  • Bachelor’s degree in related field.
  • Minimum four (4) years working with youth.
  • Minimum two (2) years of program assistance experience.
  • Minimum one (1) year supervisory experience.
  • Fluency in a second language may be required.

Mathematical Skills : Ability to work with mathematical concepts such as probability and statistical

inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical

Reasoning Ability : Ability to solve practical problems and deal with a variety of concrete variables in

situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in

written, oral, diagram, or schedule form.

Work Arrangement :

This role is not eligible for remote work. All hours will be worked in person. This position has an active presence at

all assigned programs on a rotating basis.

  • The noise level in the work environment is usually moderate.
  • Each program site operates on a 24 / 7 basis, 365 days per year. To meet both the needs of our participants

and contractual obligations, employees are required to be flexible in regards to scheduling and work

location.

Program sites are located throughout the Chicago area, including the North and South sides of Chicago, as

well as the suburbs. Employees may be required to report to any one of our locations on a temporary or

permanent basis.

  • While performing the duties of this job, the employee is regularly required to talk and hear.
  • The employee is regularly required to sit, stand and walk.
  • The employee must be able to stoop, kneel and / or crawl.
  • The employee is regularly required to use hands to key, handle, or feel and reach with hands and arms.
  • The employee must occasionally lift and / or move up to 25 pounds.
  • The employee must have unrestricted ability to provide physical restraint.
  • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral

vision, depth perception and ability to adjust focus.
