Heart of Texas Behavioral Health Network is a community health facility in Central Texas providing services and supports for individuals with intellectual and developmental disabilities, mental illness and substance use disorders.
We serve McLennan, Bosque, Falls, Freestone, Hill, and Limestone counties.
The Contract Specialist / Facilities performs complex contract and property management work involving developing and evaluating a broad range of contracts specifically related to agency facilities.
Works with the Contracts Management Team, Chief Executive Officer and senior leadership to ensure that Center policies and procedures are consistent with regulatory requirements of procurement and contracts are being followed per the philosophy, goals and objectives of the Community Center.
Operates under trauma-informed and recovery-oriented models of care that align with CCBHC standards.
EXAMPLES OF WORK PERFORMED :
- Serves as the primary point of contact for Administration, vendors, and facility managers for all agency properties.
- Plans, schedules, manages, monitors, and coordinates general maintenance, major repairs, and
remodeling or construction projects.
- Negotiates, develops and prepares leases, permits, contracts, and other property agreements.
- Coordinates the development of solicitations, contracts, and amendments by identifying provider resources, describing services to be rendered, evaluation information supplied by bidders, and negotiating contract specifications using State of Texas guidelines, rules, policies and laws.
- Administers the billing process and eligibility monitoring functions for contract billings
- Evaluates expenditure data and makes projections to ensure appropriate use of funds.
- Reviews fiscal expenditure reports for completeness, appropriateness and accuracy.
- Serves as a liaison with contract providers to ensure participation is consistent with program, legal and fiscal requirements.
- Develop bid evaluation scoring instruments.
- Advise internal and external stakeholders on contract administration, policies and procedures.
KNOWLEDGE, SKILLS AND ESSENTIAL FUNCTIONS :
Knowledge of state procurement and contract management requirements, regulations and best practices; negotiating contracts;
developing contracts; business administration and accounting principles and practices; and policies and procedures of contract management.
- Skill in problem solving and in the use of a computer and applicable software.
- Ability to perform arithmetical computations such as add, subtract, multiply and divide.
- Ability to generate, read, interpret, and act as it relates to basic financial statements, national and state regulations, operational and maintenance, and organizational policy / procedures.
- Ability to evaluate contracts and recommend future status; to interpret policies, procedures and
regulations; to evaluate fiscal data for reasonableness, necessity and conformity with contract
requirements; to write and edit contract requirements and specifications; to negotiate features of a contract; and to communicate effectively both verbal and written formats.
Effectively prioritized workload and meet short deadlines.
Education, Training and Experience :
- HS Diploma or Associates Degree
- Two years contract management preferred
- Excellent time management skills
- Excellent verbal / written communication
- Ability to lift up to 50 pounds
- Frequent phone use and sitting for prolonged periods
LISCENSURE :
- Must have or be able to secure State of Texas Contract Manager Certification within six months of beginning the job.
- Must possess a valid Texas Drivers License
- Other Certifications or Licensure in the related fields considered.
