Position Overview :

Reporting to the CIO, the Data Architect is responsible for designing, creating, and managing the data architecture within CBH’s IT division.

This role is crucial for establishing and continuously refining our data architecture frameworks. The successful candidate should have a strong understanding of X12 for claims processing and member eligibility, as well as a strong understanding of FHIR / HL7 interoperability data.

Essential Functions :

General

  • Develop and implement comprehensive data architecture strategies and frameworks for CBH data systems.
  • Lead the design and implementation of modern data architectures, supporting transactional, operational, and analytical needs.
  • Collaborate with Data Analytics, Business Analysts, IT teams, Project Managers, and business stakeholders to define data requirements, design solutions, and implement data strategies that align with CBH’s business and technology objectives.
  • Organize and lead workshops and design sessions with stakeholders to capture requirements, understand use cases, personas, key business processes, brainstorm solutions, and align on data architecture strategies and projects.
  • Establish data governance policies and practices, including data security, quality, and lifecycle management.
  • Provide technical guidance and support for data-related projects, including data migrations, system upgrades, and new implementations.
  • Stay abreast of industry trends and emerging technologies in data architecture and management, recommending innovations and improvements to enhance our capabilities.

Data Modeling :

  • Create the framework to track CBH data assets and their flow, dictate their usage, and store and integrate them.
  • Reads, understands, creates, and can explain conceptual and logical models that accurately represent healthcare clinical and business processes.
  • Understands OLTP (Online Transaction Processing) vs OLAP (Online Analytical Processing) data models.

SQL (Structured Query Language) :

  • Uses DML (Data Manipulation Language) to analyze, organize, and output data in ways that are actionable to the business.
  • Uses DDL (Data Definition Language) to materialize database objects in support of data analysis.

ETL :

Works with incumbent teams that install and configure the extract, transform, and load (ETL) routines to move data from source systems into an Enterprise Data Warehouse (EDW), Data Lake, and other data repositories in CBH.

Position Requirements :

Education :

Bachelor’s degree in Computer Science, Information Systems, Healthcare Informatics, or a related discipline. Master’s degree preferred.

Relevant Work Experience :

  • IT professional with at least 5 years of progressively responsible management experience in a technical environment
  • Proven experience as a Data Architect or similar role, preferably within the healthcare industry.
  • Strong understanding of healthcare data standards, such as HL7, FHIR, and ICD-10.
  • Experience with database management systems (e.g., SQL, NoSQL) and data integration tools.

Skills :

  • Expertise in data modeling, data warehousing, and data integration techniques.
  • Proficiency in database design, SQL, and data analysis tools.
  • Familiarity with healthcare regulations and compliance requirements.
  • Excellent problem-solving skills and the ability to work collaboratively in a cross-functional team environment.
  • Strong communication skills, with the ability to present complex technical information to non-technical stakeholders.
  • Experience with cloud-based data platforms and tools .

  • Proficient in MS Office and able to type at least 20 words per minute

Work Conditions :

  • Must be able to travel within Philadelphia and surrounding counties.
  • Regularly requires walking, standing, stooping, bending, sitting, reaching, pushing, pulling and / or repetitive wrist / hand movements for various lengths of time throughout the day.
  • Ability to utilize computers and office equipment to complete daily work responsibilities.
  • Regularly works inside in areas that are adequately lighted and ventilated. Some fluctuation in temperature. No protective equipment routinely needed.
  • Must be able to adapt to continuous changes / demands of the job.

Philadelphia Residency Requirement :

The successful candidate must be a current Philadelphia resident or become a resident within six months of hire.
