Job Description and Duties

Under general direction of the Staff Services Manager I (SSM I), of the Operations & Program Support Division, the Associate Governmental Program Analyst (AGPA) supports the Office of Youth and Community Restoration’s (OYCR) mission and strategic plan by independently performing the more responsible, varied, and complex technical analysis and coordination for the development and management of contracts.

The AGPA is responsible for administering OYCRs contracts. This position provides contract expertise and services by performing the more responsible, varied, and complex analytical work to assist all levels of staff within the Operations & Program Support Division.

This position must have a knowledge and ability to interpret various reference sources applicable to contracts including : Public Contract Code, Government Code, Labor Code, Public Resources Code, Business and Professions Code, California and Federal Code of Regulations, State Contracting Manual, Statewide Information Management Manual, and the State Administrative Manual.

The AGPA will interact in a multi-disciplinary team environment and may be asked to work in a lead capacity.

The AGPA is expected to consistently demonstrate a high degree of initiative, good judgment, independence, and follow-through in performing assigned tasks.

Working Conditions

This is a remote-centered telework position. A teleworker is considered remote-centered if they work fifty percent (50%) or more of their time from an alternate work location (e.g, employee's home).

Special Requirements

Statement of Qualifications no more than one page, 12 point font.

  • Knowledge and experience related to state IT and non-IT procurements, including statements of work, request for proposals, request for offers, interagency agreements, service contracts, grants, and other types of procurements.
  • Knowledge and experience with contract administration, management of contractors, and negotiating contract terms and conditions with contractors.

Training and Development assignments are considered limited term, 12 months, and may be extended up to 24 months or become permanent.

Candidates who reside outside of the State of California may be admitted to the job interview, but they must provide proof of residence in California prior to being eligible for appointment.
