The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $56,176 - $92,690 .

Location

The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed.

Employees must work within the state of Colorado on their off-site days.

About Resource Engagement and Prevention

Resource Engagement and Prevention is a division that consists of Prevention teams and several multi-disciplinary Outreach Teams.

Specific teams and programs include the Fatherhood, Parenthood, and Denver Parent Advocates (DPALs) programs, multiple community outreach teams, Veteran’s Services, Complex Care, Prevention, and the Immigrant and Refugee team.

Additional areas of specialty in Resource Engagement and Prevention include our GIVE Center and CARE team and the new Youth Resiliency and Mentorship program.

About the Position

The REP Division is currently seeking a Grant Program Administrator will be responsible for the oversite of the DHS Community Services Block Grant which is funded federally program with funding being awarded and in partnership with DHS by the Colorado Department of Local Affairs (DOLA).

The Community Services Block Grant (CSBG) is a federally funded program that provides formulaic grants to alleviate the causes and conditions of poverty in communities.

Community Services Block Grant federal objectives including employment, education, income management, housing, emergency services, nutrition, linkages with other programs, self-sufficiency, and health.

As the Grant Program Administrator, you will :

  • Work collaboratively with Colorado Department of Local Affairs
  • Work in partnership with the DHS Financial Services Division (FSD) on budget tracking, fiscal monitoring, contracting, and grants management for all CSBG subrecipient contracts
  • Serve as a subject-matter expert to provide regulatory analysis and technical assistance to subrecipients utilizing CSBG funds for programs, including program design, scope development and, project development
  • Prepare and gather data reports and information relevant to grant objectives. To include the preparation of CSBG annual report, quarterly reporting, semi-annual reporting, vendor recruitment (RFP) for the completion of the Community Action Plan
  • Submit and maintain accomplishment data for subrecipient activities in THO Software Solutions and internal database management systems
  • Assist with the development of the competitive bid process (RFP) in collaboration with the FSD Contracting Team
  • Manage and work with Multiple Community Partners who are CSBG subrecipients to ensure compliance with budget, program goals and outcomes
  • Oversite of Community Service Block Grant (CSBG) Board to include board recruitment, participation, meeting planning etc
  • Provide monthly ongoing contract monitoring to multiple subrecipients, agency, and board
  • This position may support other grant related activities in REP to include but not limited to the Human Together Grants (mini grants), which aim to strengthen families and individuals by providing services which connect people with resources across organizations, city agencies, and systems.

These mini grant opportunities are intended to improve and / or increase community-based connections to vital resources and other kinds of assistance available to people throughout our community

Our ideal candidate has some or all the following experience, skills, and characteristics :

  • A minimum of 3 years’ experience federal programs, policy, compliance and / or legal work that involved input and participation from diverse stakeholders
  • Experience in managing projects and / or programs, creating plans, developing and monitoring contracts, and reporting for performance and compliance
  • Knowledge of and ability to interpret complex federal regulation, local laws and ordinances as well as local, state and federal legislation
  • Passion for creating equitable and inclusive communities
  • High customer service ideals, work ethic, and an ability to self-motivate
  • Financial Tracking and Budget management experience
  • Experience with Community Partner Collaboration

Required Minimum Qualifications

  • Education requirement : Bachelor's Degree in Public Administration, Management, Sociology, Psychology, Political Science, or a related field
  • Experience Requirement : Three (3) years of professional or technical level experience planning the administrative aspects of a program(s) or training program participants and / or volunteers.

Some positions may require experience in a specific program area)

Education / Experience Equivalency : One (1) year of the appropriate type and level of experience may be substituted for each required year of post high school education.

Additional appropriate education may be substituted for the minimum experience requirements
