Minimum Qualifications Open Competitive : A bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science.
A bachelor's or higher-level degree in any field and one year of experience in information technology; or 60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology.
Two years of professional experience in information technology.
Transfer : Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 2 or Information Technology Specialist 2 Programming, G-18;
OR in a title G-16 or above deemed administrative under Section 52.6 of the Civil Service Law.

Duties Description Under direction of an Information Technology Specialist 3, SG 23, within the Chief Technology Office, Business Application Services, Economic Development, Housing and Government Portfolio, the position will conduct full-lifecycle application development for the Economic Development, Housing, and Government Portfolio section.
Specific duties include, but are not limited to :
- Develop modern applications in .NET Core / C# including front-end user interface development, backend services, and API development.
- Design and develop data models, and database scripts for deployment to Oracle and / or MSSQL environments.
- Assist stakeholders with analysis and documentation of requirements as needed for development.
- Conduct application testing, including automated testing, manual testing, debugging errors within code, documenting issues, and tracking resolution.
- Deliver application support for all applications within the unit ensuring timely resolution of incidents and service requests.
Follow up with customer agencies and users to ensure successful resolution of incidents.
- Develop documentation for new applications, existing applications, and enhancements.
