CLASS DESCRIPTION

  • The Baltimore City Department of Transportation (DOT) is hiring a Chief of Maintenance. DOT is responsible for the planning, design, building and maintenance of 2,000 miles of roadways;
  • 7 miles of interstate highways; 298 bridges and culverts; sidewalks, curbing and gutters; 456 miles of alleys; 72,000 streetlights;

1,300 signalized intersections; and 250,000 traffic and informational signs within the City of Baltimore. DOT leadership coordinates regularly with the Maryland Department of Transportation on transit supportive infrastructure and services, and on state and federally funded roadway and bridge projects within the City of Baltimore.

The Operations Manager I Chief of Maintenance encompass managerial work related to the administration of departmental policy and overseeing or coordinating agency operations.

Employees engaged in overseeing or coordinating agency operations are responsible for planning, organizing, implementing, administering, and supervising the interpretation and application of agency policies, directives and procedures designed to accomplish the mission of the agency.

As such, the Maintenance Chief is the primary spokesperson for the Division and is responsible for over 375 employees and operations such as Maintenace Sections, Street Cuts, Landscaping, Milling & Paving, Special Events, Facilities Maintenance, Signs and Markings, and Snow Removal.

The Maintenance Chief oversees the Division to ensure that employees have a safe working environment, foster employee morale, and implement policy and procedures.

The Chief of Maintenance is the primary point of contact for management, the supervisory staff as well as subordinates. The Chief is responsible for supervising a staff of General Superintendent and other employees guiding them, training them, and ensuring that all operational needs are met.

The Chief of Maintenance builds relationships with key stakeholders (locally, nationally, and statewide,) as needed to achieve the mission of the agency or the City government.

As the Lead for snow removal the Maintenance Chief is responsible for working with and coordinating with other agencies to develop / implement snow emergency plans, to effectively develop winter weather response plans, assist with schedule employees and work shifts, monitor winter weather operations in real-time, share near real-time road status updates, track vehicle locations, and track materials used during winter weather events.

The Chief of Maintenance is responsible for participating fully in identifying and balancing division, agency, and City priorities and changing laws and public perceptions.

Consults with City’s Law Department as required to provide necessary information needed.

This is a monumental task which coordinates with other agencies and stakeholders, it requires administrative coordination, resource development and management, operational logistic, analytics, budget, communications, environmental factors, functional responsibilities, policy, relationship building, supervision given, and supervision received to ensure that the operational mission and goals are met.

EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION : Have a bachelor’s degree in engineering, Construction, Business Administration, Public Administration, Management or related field from an accredited college or university with five (5) years of progressively increasing responsibilities including 2 years of supervisory experience is required

Have a combination or education and experience

Excellent communication (oral and written), teamwork, facilitation, presentation, and analytical skills; experience working with government agencies, community groups, businesses, and elected officials;

project management experience; and attention to detail are desired.

NOTE : Those eligible candidates who are under final consideration for appointment to positions in this class will be required to authorize the release of criminal conviction information.

Residency & Financial Disclosure :

This position is required to complete an Affidavit for Political Appointees and Public Officials as part of the City’s Residency Requirement.
