Duties

This position is located in the Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Office of Policy and Analysis (OPAA), Policy and Strategy Branch in Washington, DC or Sterling, VA.

At the full performance level (GS-13) the major duties of this position include but are not limited to the following :

1. Performs a wide variety of administrative and analytical duties to improve the quality of data and information used to plan, measure, and evaluate the performance of the Bureau's operations and programs.

2. Advises leadership on performance and strategy efforts to meet Department and Strategic Plan mandate requirements and keeps abreast of practices and trends to proactively incorporate into Policy and Strategy Branch (PSB) activities to ensure the accomplishment Bureau of Safety and Environmental Enforcement (BSEE)'s Strategic Plan.

3. Compiles data and prepares complex administrative and management reports that track BSEE's progress towards agency priority goals, annual measures, and ad hoc analysis.

5. Supports Office of Policy and Analysis (OPAA) efforts to ensure that the Bureau's governance program (which includes policies, procedures, and interagency agreements) is consistent, accurate, and accessible.

6. Coordinates efforts to develop and provide documented guidance on important, highly visible initiatives requiring extensive coordination across BSEE.

7. Undertakes analyses of policy issues assigned to the PSB Supervisor and Deputy Assistant Director for Policy and Analysis.

8. Secures the support of the Deputy Assistant Director's or Deputy Director's staff and other office and Bureau personnel, as appropriate, to accomplish analyses, which may involve broad issues of Bureau, Departmental, and interdepartmental level, or intergovernmental significance.

Salary Range Information :

GS-11 : ($82,764 - $107,590) per annum.

GS-12 : ($99,200 - $128,956) per annum.

First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

This vacancy may be used to fill additional positions as vacancies become available.

This vacancy is also announced as BSEE-EEAA-24-JB-294(MP) for those applicants who wish to apply and be considered under Merit Promotion procedures.

Qualifications

To qualify for this position you must meet A, B or C for the series / grade to which you are applying.

GS-11

A. Education : Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

B. Specialized Experience : To qualify for the GS-11 , you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service.

Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

Specialized experience is defined as demonstrated experience :

1) Assisting with analytical reviews of quantitative data; AND

2) Assisting with efforts to resolve issues through collaboration with other programs or organizations; AND

3) Drafting written products used to brief decision makers, convey information, or communicate policies and procedures.

C. Combination of Education and Experience : combination of total qualifying experience and education required for the grade level that totals 100% of the requirement.

NOTE : Applicants qualifying based in whole or part on education are required to provide transcripts (unofficial) as proof of meeting the requirements.

GS-12

A. Specialized Experience : To qualify for the GS-12 , you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service.

Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

Specialized experience is defined as demonstrated experience :

1) Communicating the connection between program quantifiable activities and an organization's strategic plan; AND

2) Assisting with the development of briefing materials, issues papers, or reports conveying information to a wide variety of senior management officials within an organization; AND

3) Assisting in the development of analyses and assessments of program activities. This includes conducting data analyses to inform programmatic decision making and progress of programs achieving performance targets, such as under applicable laws and regulations for program accountability and results; AND

4) Facilitating the documentation of policies and procedures for implementing complex programs.
