The City of Sierra Madre is looking for a Finance Director to lead the Finance Department

- Under general administrative direction of the City Manager, administers the City's financial affairs as provided in the municipal code;
- oversees the activities and operations of the Finance Division including Accounting, Billing, Purchasing and Printing; coordinates with the City Treasurer, other City Departments and outside agencies;
prepares and administers biennial City budget; provides highly responsible and complex administrative support to the City Manager's Office.

Examples of Duties
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
- Assume management responsibility for the City's financial services and activities including accounting, billing, budget, payroll, and purchasing.
- Coordinate, develop, prepare, analyze and implement the biennial City, Public Financing Authority, and Successor Agency budget;
prepare and present mid-year and year-end budget reports on revenue and expenses; prepare the long term financial and capital improvement plans for the City.
- Ensure City compliance with State, Federal and other legal or fiscal requirements related to financial activities, including, but not limited to annual audits, financial reports and related documentation.
- Prepare and supervise the preparation of reports to the State Controller, County Auditor Controller and other government agencies;
meet and confer with outside agencies as needed.
- Conduct studies relating to the development or rates and charges for utilities, impact fees and user charges; responsible for annual updates to the fees and charges.
- Prepare and present oral and written financial reports and analysis, including City budgets.
- Assist the City Treasurer with investments of City funds and banking services.
- Develop and implement policies and procedures to govern the operations of the division and fiscal control systems; responsible for internal control procedures of the division and for the enterprise resource planning (ERP) system.
- Train, motivate and evaluate Finance personnel; provide or coordinate staff training; work with employees to correct deficiencies;
- allocate personnel and resources as needed to meet the operational requirements of the division; assign projects and areas of responsibility;
evaluate and review work methods and procedures.
- Participate in professional development organizations and programs; maintain knowledge of new trends and innovations in the field of financial services.
- Respond to and resolve difficult and sensitive inquiries and complaints.
- Prepare complex, highly sensitive reports, correspondence and closed session presentations.
- Continually promote, in actions, words and writing, the highest customer service standards.
- Provide highly responsible and complex administrative support to the City Manager's Office.
Typical Qualifications
Knowledge of :
- GASB standards and pronouncements
- Maintaining general and subsidiary ledgers under Generally Accepted Accounting Principles applicable to California local governments
- Monitoring program results and demonstrating outcomes both qualitatively and quantitatively
- Reconciling and analyzing accounts and funds with a clear understanding of governmental accounting, such as : Prepaid Expenses, Deposits, Accrued Expenses, Investments, Capital Leases, interfund transfers, and CIP reporting
- Writing and reviewing journal entries including maintenance of recurring journal entries and allocations in accordance with GAAP
- Principles and practices applying to contract development and administration
- Familiarity with pertinent federal, state and local laws, codes, and regulations
- Principles of supervision, training, motivation, and performance evaluation
Ability to :
- Communicate clearly and concisely, both orally and in writing
- Prepare and present oral and written reports to the City Council, Commissions, outside agencies, boards and organizations
- Manipulate data in a computerized environment, including mainframe and networked personal computers
- Prepare articulate and accurate spreadsheets, written reports and account analyses
- Ensure the timely reporting of all monthly financial information
- Research and prepare complex reports and analysis on a variety of subjects

Education / Training / Experience :
This position requires a Bachelor's degree in Accounting or related field and at least five years of related leadership experience in public administration including three years of managerial level expertise in finance at a Senior Accountant level or above, preferably in a government agency.
Experience in the supervision of major financial functions or department, or in the management of audits of local government entities.
A license to practice as a CPA in the State of California is desirable. Alternatively, any combination of training and experience that provides the required skills, knowledge, and abilities will be considered.
Licenses; Certificates; Special Requirements :
Must possess a current American Red Cross certificate in First Aid / CPR / AED for Schools and the Community or obtain within three months of employment as well as a valid Class C California driver's license and the ability to maintain insurability under the City's Vehicle Usage Policy.
