SUMMARY

The Housing Authority of the City of Los Angeles ("HACLA") is responsible for complying with Davis Bacon and Related Acts ("DBRA") and State Prevailing Wage ("SPW"), as applicable, and ensuring its contract awardees, contractors and subcontractors do the same through the review of certified payroll records and related enforcement activities as set forth under DBRA and SPW laws, rules and regulations.

CHARACTERISTICS OF THE CLASS

The Labor Compliance Specialist reports to HACLA's Labor Compliance Administrator and, under general direction and supervision, provides support to the Labor Compliance Unit by gathering information, data and records as needed to monitor projects for DBRA and SPW compliance.

NATURE OF WORK AND ESSENTIAL FUNCTIONS

Provides specialized support to the Labor Compliance Unit with the following :

  • Collecting, assembling and reviewing audited certified payroll records to help ensure complete submittals;
  • Conducting site inspections and worker interviews;
  • Collecting and reviewing Department of Labor (DOL) Apprenticeship Program Certificates to ensure certificates are current;
  • Calculating apprentice to journeyman ratios for various trades and to help ensure adherence with DOL Apprentice Program Standards;
  • Contacting developers, prime contractors and subcontractors to secure payroll and related records and respond to inquiries;
  • Gathering and assembling records for investigations of alleged DBRA and SPW violations and reporting results to HACLA management;
  • Communicating concerns regarding non-compliance / non-submittal issues; and possible DBRA and SPW violations including worker underpayments and Apprenticeship Program violations, with Labor Compliance Unit and others, as appropriate;
  • Assisting in responding to inquiries and requests for records from the DOL and the Department of Industrial Relations (DIR);
  • Assisting with vetting contractors and subcontractors for licensing and public works registration compliance through the verification of information;
  • Assisting with providing HACLA staff with wage determination information;
  • Performing other related duties as assigned.

ABILITIES :

  • Read, understand, interpret, evaluate and explain technical information
  • Understand basic math concepts including the ability to calculate sums, percentages and ratios
  • Gather, reconcile, and interpret data
  • Compile information and assemble in to reports
  • Communicate information clearly and concisely both orally and in writing
  • Standard office procedures, including typing, filing and recordkeeping

QUALIFICATIONS

Current enrollment or graduation from an accredited junior college or four-year university with an Associate's or Bachelor's degree and at least one (1) year of administrative, labor compliance or construction industry experience;

or an equivalent combination of education and experience.

Must possess a valid California Class "C" Driver's License at time of employment. The position will require driving.

PREFERENCES : Experience with the labor tracking software program, LCP tracker; ability to fluently speak Spanish. Proficiency in the use of Microsoft Office Suite products including Excel.

Candidates will start at STEP 1of an 8 Step Salary Range unless there are special exceptions in accordance with the Personnel Rules.
