POSITION OVERVIEW

Crossroads is seeking a is seeking an Information Technology Specialist (Data Fusion Center) at Marine Forces Pacific, Camp Smith, Hawaii to support MARFORPAC efforts.

Tasks include :

INFORMATION TECHNOLOGY SPECIALIST (DATA FUSION CENTER)

o Responsible for the provision of technical and operational subject matter expertise within the Command, Control, Communications, Computers, and Intelligence (C41) Data Fusion Center (DFC) and shall provide MARFORPAC (MFP) G3 technical services and subject matter expertise (SME) in support of Joint and Multi-lateral interoperability, and continuity in application of new concepts, training technology, Command & Control (C2) systems and associated efforts.

The position performs technical and analytical functions supporting the Maritime Common Operation Picture (COP), the Common intelligence Picture (CIP), the Beyond Line of Sight (BLOS) Tactical Data Link picture, long range C2, targeting and fires.

The government estimates two full-time equivalent contractor personnel work hours to properly support these tasks. .

DAILY TASKS

o Implement directed solutions to technical issues affecting the C4I framework supporting the Command Operations Center (COC) to include the Common Tactical Picture (CTP) and BLOS infrastructure, Command and Control LAN (C2 LAN), and select software applications on DFC and COC systems.

o Provide daily operations and technical troubleshooting support to the MFP DFC and COC for Joint and Maritime operations and exercises.

o Operates GCCS-J terminals, using the COP Synchronization Tools (CST) software application and other protocols, and C2PC Gateways.

o Operates the Link Management and Monitoring Tool (LMMT).

o Operates Tactical Data Analysis & Connectivity System (TDACS).

o Responsible for updating tracks on the COP and coordinating with USINDOPACOM, COMPACFLT, I MEF, III MEF and other echelons for any updated track inquiry.

o Perform critical day-to-day coordination, direction and execution of standing MFP directives supporting the Red COP and G2 mission.

WEEKLY TASKS

o Configure, operate, and troubleshoot core Joint Data Network C2 infrastructure consisting of Global Command and Control System-Joint (GCCS-J), Command and Control Personal Computer (C2PC), Link Monitoring and Management Tool (LMMT), in accordance with the MFP OPTASK COP and other verbal & written guidance from the MFP Joint Interface Control Officer (JICO), JDNO & COC Director.

o Provide a report of the status of all tasks that have been assigned / performed outlining the Contractor's progress and any issues related to outstanding tasks.

Deliverable : Weekly Task Status Update).

o Integrate LINK data feeds into the GCCS-J to support Ground, Naval and Joint CTP requirements.

o Directs joint track and data coordination management.

MONTHLY TASKS

o Maintain operation of critical components that expand the MFP Theater Beyond Line of Sight (BLOS) architecture.

o The contractor will enable MARFORPAC Command and Control / Communications System (C2 / CS) protection initiative by providing critical and protected communications systems capability to the warfighter.

o Plans and manages the maritime component of the JON within USINDOPACOM's theater of operations.

o Assists JDNO and the JICO in identifying multi-tactical Data Link interoperability requirements.

o Directs COP and Link interface and architecture re-configurations.

o Coordinates theater-level maritime database management.

o Responsible for upkeep and updates of DFC C2 system servers located in the G3 Tech Control room and at the MFP COOP Site.

o Responsible for working with the Command Post Systems Advisor (CPSA) in acquiring the latest updates / patches for JTCW laptops and systems..

QUARTERLY TASKS

o The contractor will ensure integrity and availability of systems, networks and data through monitoring and analysis, to provide the C O P for the USINDOPACOM Area Of Responsibilities (AOR) and Joint Task Force (JTF), as required.

o The contractor will solicit, collect, report, and analyze resources and data necessary for the planning, programming, budgeting, and execution (PPBE) ISO Data fusion Operations capability requirements.

o The contractor will monitor program funding and obligation during all stages of the funding process for all budget proposals that ensures budget requirements, comply with governance standards and relevant directives.

o Supports all echelons below MFP in support of using Friendly Force Trackers (FFT's / Shout Nano's).

o Provide on-site C4ISR technical support for GCCS-J to include system administration, technical guidance, software installation, and configuration management, system troubleshooting, Information Assurance & Vulnerability Assessment (IAVA) patching, coordinating the deployment of software releases, and ensuring C4ISR system availability.

ANNUAL TASKS

o The contractor will be familiar with Continuity of Operations (COOP) and maintain a backup of GCCS-J and a Joint Range Extension Applications Protocol (JREAP) Capability at the COOP location.

o The Contractor shall provide comprehensive exercise planning support to include development of Road to Crisis and Master Scenario Event List (MSEL) injects designed to test Data Fusion functions and program requirements.

ADHOC TASKS

o Assist in integrating existing and newly fielded Joint and USMC C2 systems into the supported unit's C4ISR architecture.

The support will be provided to the principal site MFP and other sites within the USINDOPACOM AOR.

o Report systems and data outages affecting operations to the I E C O WO, COC WO, COCWC and other watches as directed by G6 and G3.

o Participate in working groups pertaining to MFP DFC C2 systems and or participation in all MFP exercises.

o Produce meeting minutes for meetings relevant to MARFORPAC DFC. (Deliverable : Meeting Minutes).

o Produce and Provide Trip Reports. Performance Objective : Ensure the Government is informed about new developments that the Contractor observes while on official travel.

Deliverable : Trip Reports).

Provide subject matter expertise to the MARFORPAC Crisis Action Team when required.

o Provides continuity for shift position by providing detailed information to internal records and status logs, updating procedures and point of contact lists.

Desired Personnel Requirements :

o U.S. Citizen

o Thorough understanding of Marine Corps Planning Process and the Research, Planning, Implementation and Evaluation (RPIE) public planning process.

o 0602 Communications Officer

o Five to 10 years of experience with USMC MAGTF Planning.

o In-depth knowledge of operational planning, communication synchronization, service and joint doctrine, and Marine Corps componency issues.

o Advanced proficiency with using Microsoft applications such as Excel, Teams, Words, Power Point.

o Favorably adjudicated TS / SCI Security Clearance

o Strong verbal, written, interpersonal, communication and presentation skills

o Must be able to travel.

o Prior Service as an active duty Marine or with a Sister Service

o Career Level School and Command and Staff College Graduate

Minimum Personnel Requirements :

o Over 10 years of experience and a MA / MS degree. (12 years' work experience may be substituted for a Master's Degree. Bachelor's Degree plus 8 years' work experience may be substituted for a Master's Degree.)

o Ability to work on high visibility or mission critical aspects of a given program and performs all functional duties independently.
