This position services students at schools within the Hawaii District as needed and assigned by the Hawaii District-South Special Education Special Services.

Salary Range : All new external applicants will be placed on the initial step of the salary range. However, placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicant's exceptional qualifications, the availability of funds, and other relevant factors.

Such appointments require prior approval. Hawaii State Department of Education employees will be placed on the salary range in accordance with Department regulations.

School Psychologist, SR-26 : $6,343.32 - $7,719.39 per month

  • Develops district-wide plans and procedures for school level identification and referral of children with special educational needs;
  • provides technical assistance to schools in implementing appropriate programs to locate and screen children suspected of having a handicapping condition or problem that interferes with success in school;
  • may supervise subordinate School Psychologists; develops and implements plans and procedures for the educational evaluation of handicapped children and others with special needs;
  • provides advice and assistance to diagnostic personnel in the use of alternative methods and / or instruments in difficult cases such as the severely handicapped, deaf-blind and emotionally disturbed;
  • serves as resource person to the special education program in special areas such as specific learning disability, mental retardation and speech impairments;

provides technical assistance to regular educational personnel engaged in such activities as remedial math and / or reading program, counseling services, alternative learning programs, etc.

serves as liaison between the community and / or parents and the district in the area of school psychology by attending special meetings, serving on appropriate committees, speaking to interested groups, etc.

  • plans and conducts in-service training programs or workshops; designs and conducts research for the purpose of developing reliable and valid assessment instruments and / or evaluation methods;
  • renders direct psychological diagnostic services to children on a one-to-one or group basis; monitors the school psychological services program to determine the level and adequacy of services being provided;

keeps abreast of State and federal legislation that affect the program; and prepares reports, correspondence and other materials.

Education Requirement : Applicants must meet ONE of the following options :

1. A Doctoral degree from a regionally accredited college or university in school psychology and an internship in an elementary, middle or secondary school setting, or

2. A Doctoral degree from a regionally accredited college or university in educational psychology, counseling psychology or closely related field in a psychology profession that included graduate courses in human learning and development, psycho-educational assessment, individual differences, remedial and special education, principles of legal and ethical issues in the field of education or psychology, statistics, research methodology and an internship in an elementary, middle or secondary school setting.

Specialized Experience : Four years of responsible professional experience as a School Psychologist which involved working with children.

  • Supervisory Aptitude : For some District School Psychologist positions, supervisory aptitude may be required. Supervisory aptitude is the demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects;
  • by serving as a group or team leader, or in similar work in which opportunities for demonstrating supervisory capabilities exist;

by completion of training courses in supervision accompanied by application of supervisory skill in work assignment; or by favorable appraisals by a supervisory indicating the possession of supervisory potential.

Quality of Experience : Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position.

The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he / she has the ability to perform the duties of the position for which he is being considered.

Substitution of Education for Experience :

A. A Doctoral degree from a regionally accredited college or university in a National Association of School Psychologist (NASP) or American Psychological Association (APA) professionally accredited program in school psychology and a 1200 hour internship of which 600 hours must have been in an elementary, middle or secondary school setting, or

A Doctoral degree from a regionally accredited college or university in educational psychology, counseling psychology or closely related field in a psychology profession in a National Association of School Psychologist (NASP) or American Psychological Association (APA) professionally accredited program that included graduate courses in role and function of school psychologists, human learning and development, psycho-educational assessment, individual differences, remedial and special education, principles of legal and ethical issues in the field of education or psychology, statistics, research methodology and a 1200 hour internship of which 600 hours must have been in an elementary, middle or secondary school setting may be substituted for two (2) years of the four (4) years of Specialized Experience requirement.

B. Additionally, a post-Doctoral internship in a school setting may be substituted for one (1) year of the four (4) years of Specialized Experience requirement.

Salary : The advertised salary is based on full-time employment and includes shortage and school year differentials, if applicable.

Requirements : Applicants must meet all the requirements for the position they are seeking as of the date of the application, unless otherwise specified.

Unless specifically indicated, the required education and experience may not be gained concurrently. Calculation of experience is based on full-time, 40-hour workweeks.

Part-time experience is pro-rated. Example : Twelve months of experience at 20 hours / week is equivalent to six months of experience, not one year.

Also, hours worked in excess of 40 hours / week will not be credited. Example : Twelve months of experience at 60 hours / week is equivalent to one year of experience, not one and a half years.

Temporary Assignment : Claims of Temporary Assignment (TA) experience to meet the minimum qualification requirements must be verified and attached to the application using one of the options below :

A copy of the applicant’s TA History Report or equivalent system-generated report;

A signed letter from the applicant’s supervisor that includes the applicant’s name, his / her TA job title, the TA start and end dates (from mm / yy to mm / yy), his / her specific TA duties performed, and either the TA hours worked per week or total TA hours worked; or,

Copies of the applicant’s signed SF-10 Forms.

Documents : Attach all relevant supporting documents to your application. Documents that were attached to applications submitted before November 16, 2023 do not automatically attach or transfer to applications submitted on and after December 16, 2023.
