Program And Job Description

The Bureau of Community Awareness, Action, Response, and Engagement (BCAARE) engages and supports community action to learn from community members’ experiences and expectations to develop and disseminate behavioral health linkages and supports for wellness, and for preparing for, and responding to local and widespread events and emergencies.

Duties

Reporting directly to the Assistant Commissioner, the Director of Operations will oversee and coordinate all operational activities for the bureau including overseeing the operating budget, all procurement and contracting activities, human resources functions, travel and general administrative operations.

Other duties include but are not limited to :

  • Support the operational needs for the Bureau and help address office and administrative needs.
  • Oversee the processing of all Bureau contracts and payment of invoices.
  • Work collaboratively with the Division’s contracts office.
  • Participate in formulating policies, planning operations, and developing resource usage.
  • Liaise with and develop strong relationships with the Mental Hygiene Administrative team.
  • Provide direct supervision to Office of Operations staff.
  • Evaluate, analyze, and report on key initiatives.
  • Collaborate with the central administrative team.
  • Review, track, and manage bureau contracts.
  • Manage the administrative hiring process for all bureau staff.
  • Seek out opportunities to improve the contracting process.
  • Coordinate all contract budget actions.
  • Manage the Bureau’s operating budget and procurement actions.
  • Ensure programmatic compliance with mandatory DOHMH standards.
  • Develop, maintain, and distribute BCAARE’s administrative reports.
  • Liaise with other City agencies and manage external affairs.
  • Special projects and other duties as assigned by the Assistant Commissioner.

Minimum Qualifications

A baccalaureate degree from an accredited college and four years of full-time, satisfactory professional experience in program evaluation, contract negotiations / management, business or public administration;

at least eighteen months must have been in an administrative, managerial or executive capacity.

  • A four-year high school diploma, or its equivalent, and six years of full-time, professional experience; at least eighteen months must have been in an administrative, managerial or executive capacity.
  • A satisfactory equivalent of education and experience as cited above, with eighteen months of administrative, managerial or executive experience.

Preferred Skills

  • 3 years supervisory experience.
  • Experience creating and implementing performance management and project development.
  • Ability to maintain a calm, professional demeanor.
  • Knowledge of and experience working within the City’s contract, procurement, budget, and personnel areas.
  • Excellent budget and personnel tracking skills.
  • Ability to work independently and as part of a team.
  • Outstanding leadership and organizational skills.
  • Strong time management skills and ability to manage multiple tasks.
  • Proactive problem-solver.
  • Excellent verbal and written communications skills.
  • Proficiency in Excel, Word, PowerPoint, and Visio.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in nearby counties.
