The Department of the Air Force is seeking a highly skilled and experienced System Subject Matter Expert (SME) to support the Risk and Opportunity Manager project.

This project directly supports the Performance Management Accountable Official, SAF / MG, in enhancing the department’s risk management and opportunity identification processes.

The ideal candidate will assist the SAF / MG (DAF’s Performance Management Accountable Official) in developing a comprehensive DAF Enterprise Risk Management (ERM) Program encompassing governance, assessment, and reporting.

Essential tasks include further development of the DAF ERM program, risk analysis, and associated planning and documentation.

Key Responsibilities :

  • Assist SAF / MG in transforming the ERM Program to an Optimized / Predictive State (Level 5 on the OIG Risk Maturity Model).
  • Develop a mature ERM program with a stable structure, governance, and defined reporting processes. Ensure identified risks are managed holistically, providing an integrated risk picture across the DAF with clear mitigation strategies.
  • Deliver transformational concepts, analysis products, and planning recommendations to inform SAF / MG leadership on establishing a DAF ERM capability and a DAF Operational Materiel Weaknesses capability.
  • Establish a standardized approach for managing Operational Materiel Weaknesses (OMWs), Significant Deficiencies (SDs), and Capability Development (CDs) across the DAF.
  • Enhance decision-making through regular, timely reporting and advanced dashboard development.
  • Develop a communications strategy that includes stakeholder engagement, real-time insights, and crisis management to support ERM and OMW initiatives.
  • Perform a comprehensive assessment of current Risk Management Capabilities (RMC) to determine maturity levels and provide a risk management maturity assessment.
  • Develop and implement standardized templates and tools for risk identification and assessment.
  • Design and deliver training on RM principles as outlined in Air Force Instruction (AFI) 90-802, Risk Management, to provide a comprehensive training program.
  • Implement processes for documenting and reporting risk responses to ensure audit-ready documentation and reporting processes

Experience Requirements :

Mandatory :

  • 8 years of experience
  • Knowledge of SAF / MG’s performance management framework.
  • Strong understanding of risk management and opportunity identification processes.
  • Utilize tools like ServiceNow’s Governance, Risk, and Compliance (GRC) module for real-time monitoring and reporting

Preferred experience :

  • Knowledge of Air Force Pamphlet (AFPAM) 90-803, Risk Management (RM) Guidelines and Tools
  • Knowledge of Air Force Instruction (AFI) 90-802, Risk Management
  • Knowledge of Air Force Instruction (AFI) 17-101, Risk Management Framework (RMF) for Air Force Information Technology (IT)
