Position Summary : Under the direction of the Deputy Counsel for Due Process, with wide latitude for independent action, the Director Enhanced Rate Equitable Services Unit will work to design and maintain systems for the docketing of enhanced rate equitable services requests.
The Director will engage with the Impartial Hearing Office, the Special Education Unit and the Office of Systems and Analytics of the Office of the General Counsel, and the Special Education Office ensuring the collection of enhanced rate equitable services requests and supporting documentation.
The role will work with the OGC’s Executive Director of Operations overseeing the operational administration of the office (human resources recruiting and training, community engagement, records management, compliance with all local, state, and federal laws, regulations, and guidelines) as well as manage the day-to-day operations of the office.

Responsibilities
- Oversee the administration of the Enhanced Rate Equitable Services Request Unit operational activities.
- In conjunction with the Deputy Counsel for Due Process manages all office operations.
- Responsible for the creation and ongoing modification, as necessary, of office operations items for the office’s Standard Operation Procedural manual (SOPM), to ensure compliance with the New York City Public Schools (NYCPS), the City of New York, and NYS special education operational mandates.
- Serve as administrator for the office’s systems; responsible for ensuring proper installation and maintenance of all equipment and the smooth, efficient, and trouble-free day-to-day operation of technology, and the development and implementation of a comprehensive strategy for the use of technology and communication networks to meet the needs of the office.
- Oversee the purchase and installation of office technology and coordinates systems training for all staff.
- Assist in the preparation of budgetary projections, estimates and modifications and in the establishment and maintenance of controls to ensure the achievement of all office objectives in strict observance of all budgetary parameters.
- Design and implement a tool to docket enhanced rate equitable service requests.
- Develop strategies for data collection and analysis, to support and facilitate the tracking of enhanced rate equitable service requests and to enhance the data-driven decision-making needed to meet the NYCPS’s expanding and complex funding needs.
- Supervise the preparation of data reports for submission to NYCPS offices, including the OGC, the Special Education Office, the New York State Education Department, and other concerned public and private agencies and groups, including the New York City Council, Office of Management and Budget and the Comptroller’s Office.
- Work collaboratively across the NYCPS to ensure consistent and effective application of best practices in the office’s operations.
- Act as the office’s vendor contract manager.
- Create presentations for the Office and NYCPS stakeholders regarding the operation of the office.
Qualification Requirements :
Minimum
A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, or a Juris Doctor degree from an accredited law school and two years of satisfactory full-time professional experience, for educational program(s) and / or institution(s) in one or a combination of the following : working with the budget of a large public or private concern in budget administration, accounting economic or financial administration, fiscal or economic research;
management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning / administration, labor market research, economic planning, fiscal management, or a related area, 18 months of this experience must have been in an executive, managerial, administrative, consultative or supervisory capacity.
Supervision must have included supervising staff performing professional work in the areas described above; or
- A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, consultative or supervisory experience described in "1" above; or
- Education and / or experience equivalent to 1 , or 2 above. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, but not for the 18 months of managerial experience described in 1 above, at the rate of 15 graduate semester credits from an accredited college or university for 6 months up to a maximum of 1 year of professional experience.
However, all candidates must possess a baccalaureate degree from an accredited college and 18 months executive, managerial, administrative, consultative or supervisory experience, as described in 1 above.
Preferred
- A master’s degree with at least two years of relevant work experience.
- Creative problem solver with the ability to perform independent, thoughtful analysis around important educational issues.
- Well-organized; able to work under pressure and effectively prioritize in a demanding environment.
- Clear communicator who can make presentations to a variety of constituencies within the NYCPS.
- Proficient in Microsoft Excel, PowerPoint, and Word; at least three years of work experience in a position with significant finance and operations responsibilities.
Salary : $121,000 - $125,500
Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
