Manages and oversees the 24 / 7 Energy Management System (EMS) organization, the EMS / SCADA Engineering Team, Infrastructure Team, and NERC CIP Compliance Team.
Provides vision and guidance to improve operational efficiency. Leads the overall operation, reliability, availability, physical and cyber security, and compliance of the Energy Management System.
Duties and Responsibilities :
Manages compliance through building relationships and interfacing with applicable regulatory agencies FERC, NERC, WECC, CAISO, and cyber security.
Anticipate and prepare the compliance team for future regulatory requirements. Manage compliance evidence for FERC audits.
- Oversees and manages internal and external requests for information related to transmission standards. Approves all data requests to ensure compliance and secure electronic exchange of confidential real-time transmission data with external entities.
- Provides direction and leadership on projects impacting the reliability and availability of the Energy Management System to ensure project metrics and goals are met including schedule, on-time delivery, budget, and resources allocation.
- Oversees and manages professional growth, development, and training of employee skillset to achieve business goals and employee development.
Establishes goals and objectives and manages performance of the team.
Develops financial stewardship plan for day-to-day and annual operational needs, including capital and operations and maintenance budgets.
Negotiate and manage multimillion dollar vendor contracts to ensure continued support of critical applications.
- Manage and oversee the day-to-day and annual Energy Management System Operations Section budget of over $4 million per year.
- Direct development of the budget for the EMS capital projects and upgrades about $5 million per year.
- Represents SDG&E and may testify in regulatory proceedings.
- Performs other duties as assigned (no more than 5% of duties).
Hybrid Schedule :
- Although the schedule may vary, typically this will allow the employee to work onsite three days per week and remotely on the remaining workdays.
- Must reside in Southern California or be willing to relocate upon hire.
Required Qualifications :
- Bachelor's Degree in Electrical Engineering or equivalent relevant experience.
- 8 years in IT Cyber Security or EMS Operations.
- 2 years in leading or supervising employees and experience in handling all aspects of employee management, including performance management, training, and development.
- Skills in leadership and team building, organizing, planning, coordinating, and delegating to effectively manage and develop staff and achieve organizational goals.
- Knowledge of and experience with FERC; NERC; WECC; CAISO Compliance Requirements.
- Thorough knowledge of electrical theory and electric utility operations normally acquired through college-level courses and / or an equivalent education, training, and experience.
- Ability to clearly and concisely communicate, both verbally and in written form, and convey messages across audiences, including executive level.
- Ability to develop alternative solutions to training needs and regulatory issues.
- Ability to convey complex technical information in clear and concise communications to technical and non-technical audiences.
- Ability to partner with business units to identify issues, analyze data, develop, recommend, and implement solutions to training issues.
- Ability to read and understand technical drawings and documentation.
- Computer skills typically found in control center and technical office application environments.
- The ability to manage and direct people and projects.
Preferred Qualifications :
Experience in power system operations, power plant operations, substation operations, generation, transmission, and distribution operations are strongly desired.
