Position Description :
The Director of Space and Facilities Planning - Health Science Campus (HSC) supports the University Planning, Design, and Construction (UPDC) Office by providing professional guidance and services to the HSC campus for campus planning, space programming, and capital budgeting.
This position independently manages all aspects of HSC facilities initiatives, engaging the Assistant VP UPDC as needed.
The Director, Facilities Planning collaborates with the HSC community stakeholders, UL service units, and contracted services to provide facilities support to the HSC.
This position engages with HSC units including all of the academic schools, their respective deans, and the EVPRI to assess facility concerns and to respond with typically complex solutions, budgeting, scheduling, and alternative plans when necessary.
Often the solutions involve multiple steps, numerous approvals, and working out funding and schedules. The Director manages all aspects of the facility initiatives, keeping the AVP-UPDC engaged and informed as appropriate.
The Director, Space and Facilities Planning regularly addresses ambiguity and vague parameters by routinely engaging with key UL Hospital (ULH) stakeholders to address facility matters of interest to both the University of Louisville and ULH.
In support of UPDC strategic goals and initiatives, this position will also collaborate with other units within UPDC at the direction of the AVP UPDC.
Essential Duties And Responsibilities
Personnel Management (15%) :
- Supervises the employee lifecycle (i.e. : recruitment, employment, evaluation, and release) of staff and contract personnel.
- Directs new and existing UPDC-HSC staff member(s). Actively engage in the direct report’s success in their department role and professional development.
Facilities Planning (45%) :
- Assess HSC space planning problems, identifying and implementing solutions.
- Coordinate routinely with Physical Plant, Operations, Database Analysts, ITS, PPD, and Space Management on space assignments, reassignments, modifications for HSC campus buildings.
- Prepare space programs and conceptual diagrams that address program requirements.
- Coordinates with HSC classroom scheduling process and system implementation.
- Represent HSC in dealing with landlords of facilities housing HSC programs in matters of property management, security, modifications associated with program changes.
Evaluate space use and lease commitments and recommend changes.
- Consult with EVPHA, EVPRI, and all academic deans on HSC to evaluate space needs, existing conditions and advise where modifications need to be made to meet program needs.
- Assess space utilization, recommend adjustments, develop program and project solutions, where applicable, in collaboration with AVP-UPDC, HSC stakeholders, and ULH stakeholders.
- Assist AVP-UPDC to develop and manage the HSC six-year capital plan and budget for construction, leasing and capital equipment purchases;
recommend adjustments to meet campus goals as it relates to HSC.
Coordinate HSC lab decommissioning where new users will be coming into an existing lab or where researchers are moving out of a lab, working directly with DEHS for correct university protocol.
Project Management (40%) :
Manage assigned capital projects, coordinating with UPDC, Physical Plant, contractors and consultants on project definition and implementation.
Assist in preparing and managing budgets and schedules; advises CFO and AVP-UPDC on projects related to HSC budget.
- Oversee small construction projects managed and performed by Physical Plant or GC for HSC users.
- Provide project management services for renovation projects in conjunction with UPDC PM / CPM staff.
- Maintains a working knowledge of Federal and state building and construction laws and regulations.
- Visits construction sites when needed to provide QA / QC.
- Leads RFP / IB process.
- Work on special projects as assigned by AVP-UPDC and EVPHA.
Preferred Qualifications
- Experience in interior design, project management
- AUTOCAD
- Licensed Architect or certified Interior Designer
- Presentation skills
- Knowledge of Smartsheet
- Microsoft Office applications Office, Excel, Word, Power Point
- Background in construction project management
- Composing and writing RFP, RFQ’s and reports
- Strong Communications skills verbally and via email
