This position provides management and oversight of the Environmental and Real Property groups. Develops reviews, analyzes, implements, and manages Real Property, Right-of-Way and Environmental policies for the Seattle Department of Transportation.

Advises SDOT Director, CPRS Division Director, Mayor and Council Members on property policy and program issues related to Capital Projects.

Supervises a team of seven Right-of-Way and seven Environmental staff. Position reports to the CPRS Division Director and supports departmental goals in promoting diversity, race and social justice.

RESPONSIBILITIES

Manager for 14 person Environmental and Right-of-Way group within the Capital Projects and Roadway Structures Division.

Develop and implement operational policies and financial strategies for the sections affecting internal and external customers including all Seattle citizens, other Departments, FHWA, WSDOT, and regional constituents.

Position develops Environmental and Real Property programs to recommend to the SDOT Director, Executive, Council and Division Directors on general and specific priorities and goals.

Manager of this unit advises SDOT Director, CPRS Division Director, Mayor, and Council Members on Real Property policy and program issues related to over 70 major Capital Projects.

Advises SDOT Director, CPRS Division Director, Mayor, Council Members and others on transportation policy and program issues related to capital projects for real property acquisitions valued at over $50 million.

Propose, develop and implement actions and communicate effectively with a broad range of external constituencies.Investigates property and environmental issues and responds to SDOT Director, the Mayor, Council, citizen and business requests and inquiries concerning over 100 transportation capital projects and bridge services, in addition to individual citizen requests for property information.

Incumbent in this position regularly works with Attorneys, both private and public, Our Department and Division Directors, Mayoral staff, Council Members, Appraisers, Municipal Planners, Project Engineers, Project Managers, Architects, Business Owners, State of Washington and Federal Highway Administration managers and staff, and Regional Transportation Organization leaders and staff, to develop, implement, and manage policies and procedures for ensuring that the Our acquires property with clear title and without environmental liabilities.

REQUIREMENTS & QUALIFICATIONS

  • Bachelor’s Degree in Business Administration, Public Administration, or related field.
  • Ten years’ of progressively responsible experience successfully managing policy and program issues related to capital projects for real property acquisitions.
  • Five years’ of supervisory or managerial experience managing professionals related to Environmental and Real Property policy and programs.
  • Demonstrated written and oral communications skills.
  • Other combinations of education, training, and / or experience that provide an equivalent background required to perform the work may be evaluated on an individual basis for comparability.
  • Ability to effectively work in a multicultural workplace with a diverse customer base.

DESIRED QUALIFICATIONS

  • Washington State Real Estate Broker’s License.
  • Successful candidate must be able to address complex issues that involve multiple conflicting

goals, able to shift priorities quickly and constantly and able to move quickly between complex detailed technical issues and broad policy issues.
