About The Position :

The Program Consultant Senior with the Division of Compliance, Fraud Management Department will be responsible for performing analytical work to process statewide social service program expenditures for Federal reimbursement in compliance with all rules and regulations accurately and optimally.

The incumbent is a skilled and adaptable data and process improvement professional with primary responsibilities in process analysis, design, and development for fraud management.

Responsibilities include analyzing existing processes, interviewing business processes, gathering relevant data, and then developing and implementing technology-based process improvement strategies.

The incumbent will be responsible for maintaining existing processes and completing ad-hoc requests, assisting with data analysis, modeling, reporting, and database development as needed.

Ensures administrative activities or project tracking and reporting budget development and monitoring. The Program Consultant Senior coordinates, monitors and reports on the agency’s annual budget and spending related to agency major projects and special funding arrangements;

ensures the accuracy of the fraud program budget / actual data and cost center structure; assists the Budget and Performance Reporting Manager and the development of data models and the interpretation of results to assist the agency make data-driven decisions.

Minimum Qualifications

Demonstrated :

  • Ability to proofread documents and reports and make corrections and recommendations.
  • Experience in project administration practices and methodology; in conducting independent research, interpreting, implementing and monitoring policies and programs that assist in the delivery and continuous improvement of the program.
  • Significant knowledge of investigative techniques; public assistance programs; legal proceedings; collection methods; program policies and regulations;

fraud-related terminology; basic human behavior; social problems and resources; and databases and reports related to assistance and fraud programs.

  • Preparing correspondence, documents, and reports in an accurate and professional manner.
  • Experience improving business and technical processes.
  • Experience utilizing spreadsheets / databases, report writing, fraud detection, auditing and a financial system general ledger module.
  • Ability to gather, organize, and present statistical and financial information derived from a variety of sources and software systems is critical.
  • Extensive Experience in Microsoft Office Applications (Excel, Word, and Access) and Google Suite.
  • Ability to communicate effectively, both orally and in writing, with all internal and external partners, customers, and diverse staff.
  • Ability to relay technical and sensitive information to diverse individuals and groups.

Additional Considerations

  • Knowledge of or relevant work experience or training in Business Administration, Public Administration, or a related field that demonstrates the ability to successfully perform the duties of the position.
  • Working knowledge of budget development and monitoring.
  • Experience in applying and interpreting complex federal and state statutes, regulations, policies and procedures governing social services.
  • Experience with state government budgeting practices and procedures.
  • Work experience using a computerized tracking system for storage and retrieval of information or data.
  • Work experience coordinating and managing complex projects and assignments with minimal supervision.
  • Advanced experience using Microsoft Excel to perform complex data analysis.
  • Experience updating and posting information in FUSION or other website development software.
