POSITION OVERVIEW :

This position offers a sign on bonus of $2,500.

The Clinical Director will provide leadership and management of the clinical services within the behavioral health programs at HHCLA including SAPC / DMC substance use treatment programs, SAMHSA programs, and other county, state, and federal contracts and special projects.

This position assists Senior Director of Clinical Programs with program design, systems development and clinical oversight.

This position is responsible for the overall day-to-day operations including clinical and administrative oversight of all behavioral health programs, develop clinical protocols, ensure compliance with regulatory standards, and manages an interdisciplinary team of behavioral health professionals, substance use specialists, educators and / or other clinical services staff as assigned by the Senior Director.

Clinical Director will provide clinical supervision to staff obtaining clinical hours for licensure. Clinical Director will ensure the commitment and fidelity of core philosophies of Trauma-Informed Care, Housing First, and Harm Reduction within the Behavioral Health Department.

This role reports to the Senior Director of Clinical Programs.

PRINCIPAL DUTIES & RESPONSIBILITIES :

  • Oversees and manages the daily operations of all behavioral health programs, staff, and contracts, including the Integrated Treatment Program, SAMHSA treatment projects, and other special projects.
  • Manages program to meet revenue, expense, and growth goals.
  • Manages the personnel activities of the Behavioral Health Services program, including staff recruitment, professional development and supervision.

Ensure that staff has training and proficiency in providing evidenced-based clinical practice.

  • Provide clinical supervision to staff acquiring Board of Behavioral Sciences (BBS) clinical hours, ensuring they receive the necessary guidance and support to meet licensure requirements.
  • Assesses and coordinate the development needs for program staff to ensure the delivery of relevant and effective behavioral health services.

Manage services to facilitate integrated care delivery.

  • Monitors and evaluates opportunities to provide on-site delivery of these services through direct contracting, service expansion, or co-located collaborative agreements.
  • Monitors the progress of program participants; monitors and maintains accurate documentation of treatment and other services in accordance with Federal, State, County, and HHCLA guidelines.
  • Develops and implements policies and procedures related to behavioral health services across the agency.
  • Recruits new staff, conducts staff evaluations; prepare staff terminations; facilitates weekly team meetings and case conferences;

and schedules clinical in-service trainings.

  • Provides staff trainings regarding updates to assessment, treatment, programmatic procedures and clinical interventions.
  • Explores different funding options to expand and strengthen the Behavioral Health Department. Implements and consistently practices harm reduction, trauma informed care, housing first and integrated care interventions.
  • Able to serve a diverse vulnerable client population and communicates effectively in a culturally competent manner.
  • Able to work in a multi-disciplinary team environment, utilizing professional, open and respectful communication. Maintains a solution focused, strengths based and client centered approach with managers, co-workers and clients of HHCLA.
  • Ensures performance management standards are met through ongoing supervision addressing barriers as they arise.
  • Maintains client records according to HIPAA and adheres to all client confidentiality requirements and standards.
  • Complies and maintains familiarity with agency and program policies and procedures and other applicable regulations.
  • Attends and participates in supervision, staff meetings, trainings, conferences, workshops, and special projects to promote professional development.
  • Models HHCLA approach, mission and core values in all communication, correspondence, community events, coalitions and advocacy efforts.
  • Reports to work on time and maintains reliable and regular attendance.
  • Maintains current licensing and / or certification as required for position.
  • Other duties as assigned.

QUALIFICATIONS & SKILLS :

REQUIRED :

Education and Work Experience :

  • Master’s degree in marriage and family therapy, social work, or equivalent.
  • Currently registered with CA BBS as LCSW, LMFT), or equivalent; and two years’ post-licensure and proof of completion of coursework required to supervise MFT and MSW trainee / license eligible staff.
  • A minimum of three years in supervisory or leadership role, including, but not limited to, staff supervision, clinical supervision, oversight and management of Drug Medi-Cal and Fee for Service Contracts.
  • Minimum of three years’ relevant experience working with chemical dependency, ethnically and culturally diverse communities, homeless, forensic and low-income populations and the human service delivery system in Los Angeles

Knowledge and Skills :

  • Familiar with the principles of Harm Reduction, Motivational Interviewing, Trauma Informed Care, Housing First and Integrated Care.
  • Experience working with culturally diverse communities and vulnerable populations.
  • Ability to effectively present information and respond to questions from clients, office personnel, other employees and the general public.
  • Ability to work in fast-paced, high energy environment.
  • Ability to define problems and use critical thinking skills to identify solutions
  • Ability to work independently and with others including other employees, clients and members of the public in face-to-face and telephonic contexts
  • Ability to multi-task, establish priorities and manage time, meet deadlines and perform duties under time constraints
  • Ability to be flexible and adapt to changing work demands
  • Maintain high level of concentration and attention to detail for extended periods of time
  • Ability to respond effectively to sensitive inquiries or concerns
  • Maintain a high level of ethical and professional standards in accordance with agency policies
  • Computer literate (basic working knowledge of Microsoft WORD, Excel, and Outlook) and data / electronic records
  • Must possess a valid California Driver’s License, properly registered vehicle and insurance

Certificates, Licenses, Registrations :

Licensed (LMFT or LCSW), in good standing with the California Board of Behavioral Sciences
