Location : Hybrid Pennsylvania (Onsite attendance required at start and end of contract)

Duration : 7 months 27 days (Through 06 / 30 / 2026)

Start Date : 11 / 03 / 2025

Work Hours : Full-time 37.5 hrs / week

Position Overview

The Commonwealth of Pennsylvania is seeking an experienced Enterprise Architect to lead modernization, integration, and cloud transformation initiatives across its enterprise systems. The ideal candidate will bring deep expertise in Azure , API design , solution architecture , and enterprise reference architectures , along with strong leadership and communication skills to align IT strategies with business objectives.

This is a hybrid role , requiring on-site attendance at least during onboarding and closeout phases.

Key Responsibilities

  • Develop, publish, and maintain enterprise reference architectures and standards.
  • Lead modernization and migration of legacy systems to cloud-native or hybrid solutions.
  • Architect and oversee integrations across Salesforce , Appian , and Azure platforms.
  • Design secure, scalable cloud solutions aligned with security frameworks and federal regulations.
  • Collaborate with stakeholders to align technical strategies with business goals and citizen engagement needs.
  • Provide technical leadership and architecture governance for solution development.
  • Define and promote data interoperability strategies and ensure compliance with data protection and retention policies.
  • Research and recommend emerging technologies for improved service delivery and efficiency.
  • Maintain comprehensive documentation, roadmaps, and standards .
  • Bridge communication between technical teams and non-technical leadership.

Required Qualifications

  • Bachelors degree in IT and 6+ years of professional experience , or
  • 10+ years of professional IT experience, or equivalent combination of education and experience.
  • Proven experience in :

    • Application development and modernization

  • Enterprise architecture and technology standards
  • API design and secure system integrations
  • Cloud solution architecture (preferably Microsoft Azure )
  • Technology roadmap planning aligned to business goals
  • Translating complex technical concepts for diverse stakeholders

    • Preferred Qualifications

  • Certifications such as TOGAF 9.x , Microsoft Certified : Azure Solutions Architect Expert , or Salesforce Certified Application Architect
  • Experience in state or federal government environments
  • Familiarity with low-code platforms (especially Appian case management, workflows, regulatory systems)
  • Knowledge of Salesforce , geospatial systems , or regulatory data standards
